I. considérant que, dans ses conclusions du 15 août 2014, le Conseil "Affaires étrangères" a déclaré que l'Union européenne était disposée à appuyer un éventuel dispositif international sous l'égide du Conseil de sécurité des Nations unies, notamment par la réactivation de ses missions EU BAM Rafah et EUPOL COPPS sur le terrain, en élargissant éventuellement leur portée et leur mandat, ainsi que le lancement d'un programme de formation du personnel douanier et de la police de l'Autorité palestinienne en vue d'un redéploiement dans la bande de Gaza; considérant que le Conseil a également déclaré que l'Union était prête à participer à des dispositifs visant à empêcher le trafic illicite d'armes et de munitions dans la bande de Gaza et à assurer la réouverture durable des points de passage, et que l'Union étudiera les options pour un mécanisme supervisé par la communauté internationale permettant une liberté totale d'accès et de circulation par l'ensemble des points d'entrée de Gaza;
I. whereas, in its conclusions of 15 August 2014, the Foreign Affairs Council declared that the EU is ready to support a possible international mechanism endorsed by the UN Security Council, including through the re-activation and possible extension in scope and mandate of its EUBAM Rafah and EUPOL COPPS missions on the ground, and the launch of a training programme for Palestinian Authority customs personnel and police for redeployment in Gaza; whereas the Council declared also that the EU is prepared to contribute to arrangements that prevent illicit trafficking in arms and ammunition to Gaza and can ensure the sustained re-opening of Gaza’s crossing points, while the EU will study options for an internationally supervised mechanism to enable full access and movement through all Gaza ports of entry;
