Entretemps, le gouvernement japonais s'est déclaré prêt à coopérer afin de résoudre rapidement ce problème. Durant les consultations il a donné l'assurance formelle que le Harbour Management Fund sera supprimé après le 31 mars 1992 et ne sera pas maintenu en vie sous une autre forme et que l'avis des compagnies maritimes concernant l'utilisation des fonds recueillis et non encore déboursés sera pris en compte de manière adéquate.
The Japanese government indicated its willingness to cooperate in finding an early solution to the problem, and in the course of consultations gave assurances that the Harbour Management Fund would be discontinued after 31 march and would not continue in a different guise. Due account would be taken of the views of the shipping companies concerned in deciding what to do with the balance of the fund.
