10. déplore vivement que la France continue de préparer l'exportation de deux porte-hélicoptères Mistral vers la Russie, puisqu'elle a entamé la formation de 400 marins russes dans le port de Saint-Nazaire; rappelle que l'exportation de ces navires renforcera considérablement la force stratégique de la marine russe car elle lui permettra de mener très rapidement des offensives en mer Baltique et en mer Noire, notamment; ajoute que cette exportation alimentera la course aux armements dans la région; est intimement convaincu qu'elle fera peser une lourde menace directe sur la sécurité de l'Europe et des États membres voisins de la Russie, et qu'elle constitue une violation de la position commune n° 944/2008 sur les exportations d'armes, en particulier des critères qui interdisent les exportations vers des pays ou des régions en proie à des tensions, ainsi que des obligations relevant du droit international, comme le mémorandum de Budapest; demande à tous les États membres de l'Union d'adopter sans délai un embargo sur les armes, qui englobe également les techniques de surveillance;
10. Deeply deplores the fact that France continues to prepare the export of two Mistral helicopter carriers to Russia, starting training for 400 Russian marines at the port of St Nazaire; recalls that this particular export will strategically strengthen the Russian navy considerably and allow very rapid offensive actions in areas such as the Baltic and the Black Sea; also recalls that this export is contributing to the arms race in the region; is deeply convinced that this export is a direct and strong threat to European security and represents a violation of Common Position 944/2008 on arms exports, in particular of those criteria which prohibit an export to a country or region where there are tensions and non-respect of international law and international obligations such as the 1994 Budapest memorandum, as well as to the security of bordering EU Member States; calls on all EU Member States to immediately adopt an arms embargo which also includes surveillance technology;

Au-delà des mesures d'interdiction qu'elle contient et des informations utiles qu'elle offre aux passagers désirant voyager hors d'Europe, la liste noire a démontré ses effets incitatifs : certains Etats ou compagnies, qui n'avaient pas réagi ou de manière inadéquate face à une interdiction nationale, ont maintenant accepté de coopérer avec la Commission pour corriger les problèmes de sécurité identifiés.
As well as imposing bans on airlines and providing useful information to passengers wishing to travel outside Europe, the list has proved to be an effective incentive, with a number of countries and companies that had taken either no action or only inadequate action in response to national bans agreeing to cooperate with the Commission in correcting the security problems identified.

le meilleur moyen d'arriver à réduire encore de 10% le temps de pêche pour le cabillaud, en plus des fermetures estivales décidées au sein de la CIPMB: tandis que plusieurs des délégations concernées peuvent appuyer une réduction supplémentaire de 10% de l'effort de pêche, certaines d'entre elles ont suggéré d'autres techniques, par exemple un jour de fermeture par semaine, une fermeture les premiers jours du mois, ou une extension de la période de fermeture actuelle (2 mois dans la Baltique occidentale et 3 mois dans la Baltique orientale), voire la démolition de navires; certaines délégations ont souligné que la situation des stocks de cabillaud dans la Baltique occidentale était bien meilleure que dans la Baltique orientale et elles ont par conséquent demandé un traitement différentié quant à une éventuelle réduction du nombre de jours de mer autorisés dans les différentes zones de la mer Baltique; une autre solution qu'une interdiction complète de tous les engins pêchant du cabillaud pour assurer un niveau équivalent de protection du cabillaud pendant les périodes de fermeture: certaines délégations ont suggéré d'exempter certaines espèces de l'interdiction ainsi que d'utiliser des engins de pêche sélectifs pour éviter les prises accessoires de cabillaud, tandis que d'autres délégations ont demandé à ce que certains engins de pêche bénéficient d'une dérogation à l'interdiction.
the best way to achieve the extra reduction of 10% of fishing time for cod over and beyond the summer closures agreed within IBSFC: while several delegations concerned could support an additional 10% reduction of the fishing effort, some of them suggested alternative techniques including one day of closure per week, the first days of the month or an extension of the existing closure period (2 months in the Western Baltic, 3 months in the Eastern Baltic) or even the scrapping of vessels, a few delegations stressed that the situation regarding cod stocks in the Western Baltic was much better than in the Eastern Baltic and therefore asked for differentiated treatment as regards the possible reduction of the number of days at sea authorised in the different areas of the Baltic Sea; the alternative to a complete ban on all gear catching cod while ensuring a similar level of protection for cod during the closure periods: some delegations suggested exempting certain species from the ban as well as using selective gears to avoid fishing cod as a by-catch while others called for the exemption of certain fishing gears from the ban.

Bien entendu, la Commission jouera son rôle et prendra diverses initiatives : elle l’avait déjà fait en présentant notamment son travail de restructuration des Traités, qui est déjà sur la table, elle le fera encore, en apportant son concours au Parlement et aux présidences successives pour l’organisation du débat large et approfondi prévu par la déclaration de Nice ; elle le fera aussi par le Livre blanc sur les formes de gouvernement.
The Commission will, of course, contribute its share of the work and take a number of initiatives. It has already done so by proposing, in particular, the reorganisation of the Treaties, which is already on the table. It will do so again by helping Parliament and the successive Presidencies to organise the "deeper and wider debate" called for in the Nice declaration. It will also do so through the White Paper on governance.

Will she stick to her legislation and continue with the ban or will she flip-flop or succumb to some international pressure?
