19. est fermement convaincu que la mise en commun et le partage des capacités ne sont plus une option, mais une nécessité; soutient les États membres dans leurs efforts pour identifier les projets les plus prometteurs, dans le cadre du processus engagé lors de la réunion ministérielle de septembre 2010 à Gand et de l'initiative germano-suédoise de novembre 2010, tout en reconnaissant que la mise en commun et le partage ne peuvent remplacer le véritable développement des capacités, mais qu'ils le renforceront et l'amélioreront; prend acte de la première série de projets facilités par l'AED et approuvés par le Conseil le 1 décembre 2011, et invite les États membres et l'AED à donner un compte-rendu détaillé des progrès accomplis en vue d'obtenir des résultats concrets, et à définir de nouvelles opportunités d'ici au printemps 2012 au plus tard; prie instamment les États membres, en particulier le triangle de Weimar, mais également la formation de Weimar plus, afin de rassembler et de partager un succès en agissant comme un moteur politique;
19. Is firmly convinced that pooling and sharing of capabilities is not an option any more, but a necessity; supports the Member States in their efforts to identify the most promising projects, as part of the process initiated at the September 2010 ministerial meeting in Ghent and in line with the November 2010 German-Swedish initiative, while recognising that pooling and sharing cannot replace the actual development of capabilities, but will enhance and improve it; takes note of the first set of projects facilitated by the EDA and endorsed by the Council on 1 December 2011, and calls on the Member States and the EDA to present details of the progress made towards concrete results and to define further opportunities by spring 2012 at the latest; urges the Member States, in particular the Weimar Triangle, but also the Weimar Plus formation, to make pooling and sharing a success by acting as a political driving force;
