In this case, the Commission followed the same line of reasoning that it had adopted in assessing the joint operation agreements concluded between Air France and NFD, Air France and Brymon, Sabena and London City Airways and Lufthansa and Maersk Air respectively to ensure the development of routes with limited traffic potential.
