In its first opinion, the Committee identified the challenges facing the Union (enlargement, globalisation, a growing dynamic between the centre and the periphery, macro-economic stability, etc.) and the consequences to be drawn; maintaining aid under Objective 1 beyond 2006; overcoming the negative statistical impact of enlargement on average per capita GDP; raising the ceiling set at 0.45% of GDP for the Structural Funds; creating a resource to stabilise regional income in the event of an unexpected economic shock; consolidating the programme of Community Initiatives; adopting an open method of coordination to deal with the problems of economic and social cohesion which the Objective 2 regions are experiencing, and giving priority to investment in the less-favoured regions.

125. se félicite de l’évaluation positive de la Commission des progrès économiques de la Bulgarie, en particulier maintenant qu’elle s’est ouverte à l’économie de marché; salue la Bulgarie pour avoir maintenu la stabilité macro-économique, jugulé l’inflation, réduit la dette publique, soutenu un taux de croissance de 4% malgré un climat économique externe difficile, et pour avoir réalisé des progrès dans ses réformes structurelles et les privatisations au cours de l’année écoulée; souligne que des progrès plus importants doivent être accomplis sur des questions telles que la flexibilité du marché, les déficiences dans le marché intérieur et les procédures administratives, la réduction d’une dette extérieure élevée, l’aggravation du déficit commercial, la poursuite d'une discipline budgétaire élevée, en matière de gestion financière et de transparence administrative; réaffirme en outre l’urgente nécessité pour la Bulgarie de traduire les progrès macro-économiques en bénéfices économiques tangibles pour tous, avec des actions concrètes pour réduire le haut niveau de chômage et de pauvreté et améliorer l'efficacité des soins de santé et de l’éducation; est troublé d’apprendre que les estimations officielles concernant « l’économie grise » portent sur près de 25% du marché du travail, ce qui affecte les recettes fiscales;

Welcomes the Commission’s positive assessment of Bulgaria’s economic progress, in particular that Bulgaria now has a functioning market economy; commends Bulgaria for having maintained macro-economic stability, contained inflation, decreased government debt, sustained a growth rate of 4% p.a. despite a difficult external economic climate, and for having made progress with structural reforms and privatisation over the past year; stresses that greater progress must be made on issues such as market flexibility, and deficiencies in the land market and administrative procedures, and reduction of the high external debt and the aggravating trade deficit, as well as continuing the high budget discipline, financial management and administrative transparency; reiterates, furthermore, the urgent need for Bulgaria’s macro-economic progress to be translated into tangible economic benefits for all, with concrete actions to tackle the statistically high level of unemployment and poverty and to improve the efficiency of health care and education; is disturbed to learn that the official estimate of the grey economy comprises some 25% of the labour market, thus affecting tax revenues;

- (IT) Monsieur le Président, beaucoup de choses ont déjà été dites qu'il me semble pouvoir résumer de la façon suivante : ou le dialogue macro-économique est une pure hypocrisie, pour masquer l’absence d'une véritable politique économique pour l'Union, auquel cas il est totalement inutile, fait double emploi et est une perte de temps, ce qui a déjà été dit par d'autres collègues ; ou alors le dialogue macro-économique est quelque chose d'authentique, de substantiel, et alors l'hypocrisie se trouve de l’autre côté, autrement dit, on tente de cacher sous des euphémismes un danger qui, selon ma vision des choses, est celui d'une dérive dirigiste en ce qui concerne l'économie européenne.
– (IT) Mr President, many things have already been said which I think can be summarised in this way: either the macroeconomic dialogue is sheer hypocrisy, hiding the lack of a real economic policy for the Union, and so it is completely useless, a mere imitation and a waste of time, as other Members have already said, or the macroeconomic dialogue is something real and substantial, and so there is hypocrisy on the other side and they are trying to use flimsy words to hide the danger, to my mind, of a trend towards State intervention in the European economy.
