In order to promote the sustainable integration into employment of unemployed and inactive people, the 2003 Employment Guidelines ask Member States to offer to every unemployed person a new start before reaching 6 months of unemployment, in the case of young people, and 12 months of unemployment in the case of adults, in the form of training, retraining, work practice, a job, or other employment measure; and to ensure that, by 2010, 25% at least of the long-term unemployed participate in an active measure.
