Le problème est le suivant : les décisions de cette nature se fondent bien souvent sur des éléments, je ne dirais pas qu'il doivent être secrets mais qu'il doivent être traités avec une certaine confidentialité, c'est pourquoi il ne serait pas convenable, d'après moi, de les expliquer ou de les commenter au cours de séances tout à fait publiques et connues.
The problem is as follows: decisions of this type are based on elements which must be treated, I would not say as secrets, but at least, with a degree of confidentiality and that, therefore, it would not be appropriate, it seems to me, to explain them and discuss them in sessions which are absolutely public and on record.
