First, there was broad agreement on the need to put in place fair arrangements for the regions of the existing Member States, now eligible under Objective 1 and which, while not having completed the process of economic convergence, could become ineligible simply as a result of the decline in average per capita GDP in the enlarged Union (the statistical impact).

Welcomes to some extent the Commission's proposals on the next financial framework 2007-2013 and the related legislative proposals, which form part of the "Prodi Package" and are intended to replace most of the current legislation ending in 2006, as an opportunity for the enlarged Union to further develop a new political agenda; after an in-depth analysis by its Temporary Committee and by the 17 committees which delivered opinions to it, considers that the Commission proposals have received qualified support and, as such, are an acceptable basis for analysis and future negotiations; nevertheless draws the Council's attention to certain political priorities where European added value for the Union and its citizens is of the utmost importance;

Welcomes the importance that the Commission is attaching to the social policy agenda, in particular, support for social dialogue and initiatives to help anticipate and manage change; points out, bearing in mind especially that new Member States are about to join the Union, that such initiatives will be vital for internal cohesion and social harmony; points out that the social dialogue provided for in the Treaties needs to be strengthened, especially in the new Member States;

Elle doit se fonder tout d'abord sur une analyse critique, pour sonder ensuite les véritables défis d'une Union élargie et compétente, parmi lesquels figurent une nouvelle répartition des compétences allant dans les deux sens - c'est-à-dire vers l'Union européenne et vers les États membres -, une solution à la prolifération des instruments dans l'Union européenne, des institutions plus démocratiques - assurant, entre autres, une codécision entière avec le Parlement européen -, le début d'un processus conduisant à la scission des traités en un traité fondamental et plusieurs traités d'exécution et, enfin, une nouvelle place et un nouveau rôle pour l'Union européenne dans le monde.
First of all, it must be based on a critical analysis, in order to reveal the true challenges facing an enlarged and competent Union, which include the redistribution of competences in both directions – in other words, towards the European Union as well as towards the Member States – a solution to the proliferation of instruments in the European Union, institutions that are more democratic and which ensure, amongst others, a full co-decision procedure involving the European Parliament, the first steps of a process that leads to the treaties being divided into one fundamental treaty and several executing treaties and, lastly, a new position and a new role for the European Union on the world stage.

La politique de cohésion est fondée sur ce principe fondamental. Elle est un « instrument indispensable pour mener à bien l'intégration des régions et des citoyens » dans l'Union élargie de demain, dans la mesure où elle réduit les écarts en termes de richesse et d'opportunités et permet de promouvoir une convergence économique effective.
Cohesion policy is based on this fundamental principal and represents an "essential instrument to achieve the integration of regions and citizens" in the enlarged Europe of tomorrow, in that it reduces disparities in terms of wealth and opportunity and has shown itself capable of promoting real economic convergence.
