IN-CONTEXT TRANSLATIONS

Tout a vraiment commencé en octobre dernier lorsque le premier ministre a rencontré une heure et demie environ 35 à 40 personnes de l'Asia-Pacific Labour Union, une branche de l'International Confederation of Trade Unions à Genève, alors que les dirigeants syndicaux ont fait part de leurs préoccupations au premier ministre, en tant que président de l'APEC, y compris leur désir de structurer davantage leur engagement au sein de l'organisme.
It really started last October when the Prime Minister met for about an hour and-a-half with a group of about 35 or 40 people from the Asia-Pacific Labour Union, which is an off-shoot of the International Confederation of Trade Unions in Geneva, wherein the labour leaders presented a statement to the Prime Minister, as the chair of APEC, about their concerns, including their desire for a more structured engagement with the APEC process.

44. souligne à nouveau l'importance primordiale de la formulation de solides positions communes de l'Union afin de tirer parti du poids collectif de l'Union et de ses États membres; prend note, à cet égard, du développement des capacités du groupe de travail du Conseil de l'Union sur les droits de l'homme (COHOM) et des efforts déployés pour identifier les principales priorités et pour clarifier la répartition des tâches, ce qui permettra de développer la portée et la collaboration interrégionale ainsi que pour exercer des pressions sur tous les États modérés, y compris entre Genève et New York; salue l'établissement de fait du COHOM à Bruxelles et la proposition de réunir annuellement ce groupe à Genève; soutient les efforts visant à faire passer "un message à plusieurs voix", mais regrette que la recherche du consensus aboutisse trop souvent à accepter le plus petit dénominateur commun, en particulier dans les conclusions finales du Conseil, et appelle à une action plus résolue et plus ambitieuse; encourage, dans ce contexte, le SEAE, notamment les délégations de l'Union à Genève et à New York, à accroître sa cohérence sur la base de consultations en temps voulu et approfondies, de même qu'à renforcer la visibilité de l'action de l'Union afin de gagner en crédibilité sur la scène mondiale;

Emphasises once more the primordial importance of the formulation of strong EU common positions, in order to harness the collective weight of the EU and its Member States; takes note, in this light, of the development of the capacity of the Council Working Group on Human Rights (COHOM) and the efforts to identify key priorities as well as efforts to clarify the division of labour which will help developing cross regional outreach and collaboration and on lobbying all moderate States including between Geneva and New York; welcomes the de facto COHOM based in Brussels and the proposal to have a yearly meeting of the COHOM in Geneva; supports the efforts to put across ‘one message, with many voices’, but deplores the fact that the search for common ground too often leads to an acceptance of the lowest common denominator, particularly in final Council Conclusions and calls for bolder, more ambitious action; in this connection, encourages the EEAS, particularly the EU’s delegations in Geneva and New York, to increase its coherence, based on timely and substantive consultation, and the visibility of the EU’s action in order to enhance its credibility in the world;
