3 bis. Les pays qui adhèrent à l'Union après l'adoption de la présente décision mais avant le 31 décembre 2026 peuvent voir une de leur villes obtenir le titre de capitale européenne de la culture conformément aux règles et procédures applicables aux États membres sept ans après leur adhésion.

19. Notes that the POSEI support programme was adopted in 2006 in the light of the agreed WTO European market-access tariff of €176/tonne, which means that the tariff laid down in the WTO Agreements on Trade in Bananas has not yet been taken into account in the POSEI budget; encourages the relevant EU authorities to adjust the support package for domestic EU producers included in the POSEI budget and to take other steps in order to ensure that, in the face of the trend towards the liberalisation of the global trade in bananas, domestic EU producers are able to remain on the market and pursue their traditional activities;

The documents mentioned in the third subparagraph of Article 287(4) of the Treaty on the Functioning of the European Union, other than those that are adopted by Chambers pursuant to Article 11(1), and the statement of assurance mentioned in the second subparagraph of Article 287(1) of the Treaty on the Functioning of the European Union shall be adopted by the Court by a majority of its Members.

28. se félicite qu'en général, lors des réunions de l'Organisation internationale du travail (OIT), l'Union européenne adopte une position énergique dans les débats sur les droits syndicaux et d'autres droits fondamentaux des travailleurs, ce qui a été notamment le cas sous la présidence luxembourgeoise, par exemple lorsque l'Union européenne a adopté une position ferme sur les violations présumées des droits de l'homme commises contre des syndicalistes en Colombie, position qu'elle a ensuite logiquement traduite en une déclaration vigoureuse lors de la session de juin 2005 de la Conférence internationale du travail; dans ce contexte, s'étonne qu'il ait été possible pour un pays comme le Belarus d'être élu, en juin 2005, membre de l'organe directeur de l'OIT alors que ce pays n'est pas une démocratie ayant des syndicats libres et que quatre grands pays de l'Union européenne sont membres permanents de l'organe directeur; demande au Conseil d'expliquer quelles démarches diplomatiques il a effectuées avant cette élection et s'il a envisagé de s'opposer à la participation du Belarus; maintient qu'il est essentiel de renforcer les programmes spéciaux soutenus par l'Union européenne en vue de protéger des secteurs vulnérables dans les pays tiers;
28. Welcomes the fact that, in general, at International Labour Organization (ILO) meetings, the EU takes a forceful stance in discussions about trade union rights and other fundamental human rights of workers, including under the Luxembourg Presidency, when, for instance, the EU took a strong position concerning alleged violations of human rights in relation to Colombia's trade unionists, which then in a show of consistency translated into a strong EU statement at the June 2005 Session of the International Labour Conference; in this context, is surprised that it was possible for a country such as Belarus to be elected in June 2005 to the Governing Body of the ILO despite the fact that Belarus is not a democracy with free trade unions and four major EU countries are permanent members of the Governing Body; asks the Council to explain its diplomatic demarches prior to that election and whether it considered opposing Belarus' membership; maintains that it is essential to strengthen the EU-backed special programmes to protect vulnerable sectors in third countries;
