(Return tabled) Question No. 20 Mr. Alex Atamanenko: With regard to the horse slaughter industry in Canada: (a) what was the reason for the temporary halt, initiated by European Union (EU) officials, to horse meat imports from Canada on October 12, 2012; (b) has Canada participated in talks with EU officials regarding the safety of horse meat from Canada since that time, (i) if so, what topics were discussed, (ii) what conclusions were reached; (c) what restrictions effective in 2013 will be imposed upon the Canadian horse meat industry by the EU, (i) what is the anticipated impact of these restrictions on the frequency and type of drug residue testing on horse meat in Canada as well as on the data required on Equine Information Documents (EIDs), (ii) will the restrictions on prohibited/non-permitted drugs be further tightened; (d) is there any oversight by the Canadian Food Inspection Agency (CFIA) on transport drivers and horse meat dealers listed on EIDs as current owners to check for a history of violations of the United States Department of Agriculture, Ministry of Transport, or CFIA transport regulations, (i) does the CFIA enhance its scrutiny of such violators or conduct follow-up investigations on those who have been flagged for violations, (ii) is this information shared with any other inter-connected government agency either in Canada or in the United States; (e) how often do CFIA inspectors do a visual inspection of the transports that arrive at the slaughter plants to ensure that the horses have been transported safely; (f) how many transport violations concerning horse slaughter transportation have been issued to transport drivers within the last five years, (i) how many warnings of violations have been issued, (ii) if the warnings have been ignored, how does the CFIA restrict or prohibit those transport drivers from conducting business in Canada; (g) how often does the CFIA conduct inspections of feedlots and how many warnings or violations were ...

Where, in the course of fishing operations in new and existing bottom fishing areas within the NEAFC Regulatory Area, the quantity of live coral or live sponge caught per gear set exceeds 60 kg of live coral and/or 800 kg of live sponge, the vessel shall inform its flag State, cease fishing and move at least 2 nautical miles away from the position that the evidence suggests is closest to the exact location where this catch was made’.

It is therefore appropriate to extend the scope of the certificate for imports of live bivalve molluscs intended for human consumption by including live echinoderms, live tunicates and live marine gastropods.

La Commission contribuera à mettre au point des outils pour faciliter la collecte en bonne et due forme d'informations sur les conséquences médicales, psychologiques, financières et sociales, à court et à long terme, du don d'organes par des donneurs vivants. Ces informations, conjuguées à l'échange entre les États membres de pratiques exemplaires sur les programmes de don de donneurs vivants, devraient contribuer à élaborer des orientations et des documents de synthèse fondés sur des éléments concrets, ainsi qu'à répondre aux questions relatives à la sélection, l'évaluation et le suivi des donneurs vivants. Des registres de donneurs vivants devraient être mis en place pour faciliter le contrôle et le suivi. Toutes ces mesures doivent être conformes à la législation communautaire sur la protection des données personnelles, et notamment à la directive 95/46/CE.
The Commission will help to develop adequate tools to facilitate the proper collection of information on the medical, psychological, financial and social consequences of a living donation ( in the short and the long term. This information, coupled with the exchange of best practices on living donation programmes among the Member States, should help to develop evidence-based guidelines and consensus documents, and address the selection, evaluation and follow-up of the living donor. Registers of living donors should be established to facilitate monitoring and follow-up. All of these measures must be in compliance with the existing European legal framework on the protection of personal data consisting in particular of the Data Protection Directive 95/46/EC.

La décision 2005/758/CE de la Commission du 27 octobre 2005 concernant certaines mesures de protection relatives à une suspicion d’influenza aviaire hautement pathogène en Croatie et abrogeant la décision 2005/749/CE (7) prévoit que les États membres suspendent les importations de volailles, de ratites, de gibier à plumes d’élevage et de gibier à plumes sauvage vivants, de certains oiseaux vivants autres que les volailles y compris les oiseaux de compagnie, et d’œufs à couver de ces espèces ainsi que certains produits issus d'oiseaux en provenance de certaines parties du territoire croate.
Commission Decision 2005/758/EC of 27 October 2005 concerning certain protection measures in relation to a suspicion of highly pathogenic avian influenza in Croatia and repealing Decision 2005/749/EC (7) provides that Member States are to suspend imports of live poultry, ratites, farmed and wild feathered game, certain live birds other than poultry, including pet birds, and hatching eggs of those species as well as certain products from birds, from parts of the territory of Croatia.
