66. espère que, sous la direction du Premier ministre, Hailemariam Desalegn, désigné le 21 septembre 2012, l'Éthiopie va s'engager dans un processus de véritable transition démocratique afin de réaliser un fort potentiel démocratique, en mettant un terme aux empiètements sur la liberté de religion et les libertés de la société civile; invite le SEAE, le RSUE pour la Corne de l'Afrique et le RSUE pour les droits de l'homme à engager en priorité avec l'Éthiopie un dialogue sur les droits de l'homme, de façon à saisir l'occasion de la transition politique en cours pour instaurer une véritable transition démocratique, édifiée sur le socle des droits de l'homme et des libertés fondamentales, la liberté des médias et la pleine reconnaissance de la liberté d'expression; exhorte l'Union et la communauté internationale à rester vigilantes et actives face à la transition politique lancée en Éthiopie, à encourager le renforcement d'institutions démocratiques et à lier l'aide politique, militaire et au développement à des réformes démocratiques concrètes, qui doivent inclure la libération de tous les prisonniers d'opinion, tels qu'Eskinder Nega et d'autres journalistes, des défenseurs des droits de l'homme et des militants du développement ou des figures de l'opposition, l'admission des rapporteurs spéciaux des Nations unies sur les droits de l'homme sur la base d'un accès libre à l'ensemble des régions et des centres de détention, l'abrogation ou l'amendement de la loi sur les associations et les organismes caritatifs et de la loi antiterroriste, ainsi que le retour de l'opposition en exil; demande à l'Union européenne de trouver des moyens novateurs et sûrs d'aider financièrement et politiquement la société civile en difficulté en Éthiopie et d'engager un dialogue étroit avec l'opposition, tant en Éthiopie qu'en exil;

Hopes that under the leadership of Prime Minister Hailemariam Desalegn, appointed on 21 September 2012, Ethiopia will engage in a process of genuine democratic transition in order to realise its strong democratic potential, putting an end to interference with religious freedom and civil society freedoms; calls on the European External Action Service, the EUSR for the Horn of Africa and the EUSR for Human Rights to engage with Ethiopia on human rights as a matter of priority so that it can seize the opportunity of the ongoing political transition to institute a truly democratic transition, built on the centrality of human rights and fundamental freedoms, freedom of the media and full recognition of freedom of expression; urges the EU and the international community to remain vigilant and active in response to the political transition under way in Ethiopia, to promote the strengthening of democratic institutions and to tie political, military and development assistance to concrete democratic reforms, which must include the release of all prisoners of conscience, such as Eskinder Nega and other journalists, human rights and development activists and opposition figures, the admission of the UN special rapporteurs on human rights on a basis of unhindered access to all regions and detention facilities, the repeal or amendment of the Charities and Societies Proclamation and the Anti-Terrorism Proclamation, and the return of opposition politicians in exile; calls on the EU to find innovative and secure ways to assist, financially and politically, the struggling civil society in Ethiopia and engage in close dialogue with the opposition, both in Ethiopia and in exile;

K. considérant que l'Union a accueilli favorablement le déploiement des observateurs du BIDDH de l'OSCE et a insisté sur l'importance de garantir aux observateurs un accès effectif à toutes les étapes du processus électoral, dont celle du décompte des votes, et a notamment souligné l'importance de garantir les droits de l'opposition, tant le droit à faire acte de candidature que l'accès aux commissions de contrôle des résultats et aux médias;
K. whereas the EU welcomed the deployment of the OSCE/ODIHR observers and stressed the importance of guaranteeing those observers effective access to all stages of the electoral process, including the counting of votes, and underlined in particular the importance of guaranteeing the rights of the opposition both to stand for election and to gain access to the electoral monitoring commissions and the media;
