Le règlement (CE) no 1831/2003 dispose que les additifs destinés à l'alimentation des animaux sont soumis à autorisation et définit les motifs et les procédures d'octroi de cette autorisation.
Regulation (EC) No 1831/2003 provides for the authorisation of additives for use in animal nutrition and for the grounds and procedures for granting such authorisation.

3. Le promoteur de projets, dans un délai indicatif de trois mois à compter du début de la procédure d'octroi des autorisations en vertu de l'article 10, paragraphe 1, point a), élabore un concept de participation du public et le soumet à l'autorité compétente, en suivant la procédure décrite dans le manuel visé au paragraphe 1 et conformément aux orientations exposées à l'annexe VI. L'autorité compétente demande des modifications ou approuve le concept de participation du public dans un délai de trois mois; ce faisant, elle tient compte de toute forme de participation et de consultation du public qui a eu lieu avant le début de la procédure d'octroi de l'autorisation, dans la mesure où cette participation et cette consultation du public ont répondu aux exigences du présent article.
3. The project promoter shall, within an indicative period of three months of the start of the permit granting process pursuant to Article 10(1)(a), draw up and submit a concept for public participation to the competent authority, following the process outlined in the manual referred to in paragraph 1 and in line with the guidelines set out in Annex VI. The competent authority shall request modifications or approve the concept for public participation within three months; in so doing, the competent authority shall take into consideration any form of public participation and consultation that took place before the start of the permit granting process, to the extent that such public participation and consultation has fulfilled the requirements of this Article.

Le présent règlement fixe les règles régissant l’octroi d’une autorisation de mise sur le marché soumise à des obligations spécifiques, conformément à l’article 14, paragraphe 7, du règlement (CE) no 726/2004, ci-après dénommée «autorisation de mise sur le marché conditionnelle».
This Regulation lays down rules on the granting of a marketing authorisation subject to specific obligations in accordance with Article 14(7) of Regulation (EC) No 726/2004, hereinafter ‘conditional marketing authorisation’.

5. Lorsque, après l'autorisation d'un OGM conformément à la présente directive ou au règlement (CE) n° 1829/2003 et au plus tôt deux ans après la date d'octroi de l'autorisation, un État membre estime que de nouvelles circonstances objectives justifient une modification de la portée géographique de l'autorisation, il peut appliquer la procédure visée aux paragraphes 1 à 4 mutatis mutandis, à condition que ces mesures n'affectent pas la culture de semences et de matériels de multiplication végétale génétiquement modifiés autorisés légalement plantés avant l'adoption de ces mesures.
5. Where, after the authorisation of a GMO under this Directive or Regulation (EC) No 1829/2003 and no earlier than two years after the date that the consent/authorisation is granted, a Member State considers that new objective circumstances justify an adjustment of the geographical scope of the consent/authorisation, it may apply the procedure under paragraphs 1 to 4, mutatis mutandis, provided that such measures do not affect the cultivation of any authorised GMO seeds and plant propagating materials which were planted lawfully before those measures were adopted.

(8) Afin de permettre le recueil de toutes les informations supplémentaires éventuellement nécessaires concernant la sécurité de médicaments autorisés, les autorités compétentes devraient avoir la faculté d'exiger la réalisation d'études de sécurité post-autorisation au moment de l'octroi de l'autorisation de mise sur le marché ou par la suite; cette obligation devrait figurer à titre de condition dans l'autorisation de mise sur le marché.
(8) In order to ensure the collection of any necessary additional data about the safety of authorised medicinal products, competent authorities should be empowered to require post-authorisation safety studies at the time of the granting of the marketing authorisation or later, and this requirement should be included as a condition of the marketing authorisation.

9. Lorsque, à la suite d'une procédure de sélection en vue de l'octroi d'une autorisation, aucun fournisseur de services approprié n'a pu être trouvé pour un service portuaire spécifique, l'organisme gestionnaire du port peut, dans les conditions visées à l'article 19, se réserver à lui-même la fourniture de ce service pour une période qui ne peut dépasser cinq ans et au terme de laquelle une nouvelle procédure de sélection pour l'octroi d'une autorisation doit être lancée.
9. Where as a result of a selection procedure no suitable service provider could be found for a specific port service, the managing body of the port may, under the conditions of Article 19, reserve the provision of this service for itself for a period, which may not exceed five years, following which a new selection procedure for granting an authorisation shall be launched.
