To the Central American countries’ great dismay, the brief to negotiate an association agreement was rejected at the May 2001 Madrid Summit. However, an opportunity was opened up by the decision to launch a new relationship, the principles and objectives of which are clearly summarised in Article 2(3) of the text under scrutiny here, which states that the aim of the agreement lies in ‘creating conditions under which, building on the outcome of the Doha Work Programme, which the Parties have committed to complete by the end of 2004, a feasible and mutually beneficial Association Agreement, including a Free Trade Agreement, could be negotiated between [the Parties]’.
