Notes that in its communication on the strategy for the internalisation of external costs, the Commission has failed to fulfil the obligation imposed on it by the Parliament and the Council, under the Article 11 of the amended Eurovignette Directive, since it has not – by its own admission – devised and put forward a generally applicable, transparent, and comprehensible model for the assessment of external costs as a whole, given that it has not analysed the impact on every mode of transport and, at the practical level, has produced only for heavy goods vehicles a first step for a strategy for the stepwise implementation of the model for all modes of transport;

14. constate que la Commission est, à différentes reprises, contradictoire, en ce sens que, d'une part, elle juge opportun d'internaliser les coûts externes pour les voitures particulières également, sans présenter certes à aucun moment des calculs, préférant laisser toute latitude en la matière aux États membres pour prélever des taxes sur les voitures particulières, comme ils le jugent approprié; invite dès lors la Commission à publier une méthodologie pour l’internalisation des coûts externes des véhicules individuels afin de donner des lignes directrices aux États membres, dans le respect du principe de subsidiarité;
14. Notes that the Commission is behaving inconsistently on several counts in that, on the one hand, it maintains that the internalisation of external costs should also apply to cars, but does not even supply related calculations, preferring instead to maintain the freedom of the Member States to charge passenger cars as they see fit therefore asks the Commission to publish a methodology for internalising the external costs of individual vehicles in order to provide the Member States with guidelines in compliance with the principle of subsidiarity;

(11) Considérant, d'une part, l'importance reconnue, tant dans le Livre blanc intitulé "La politique européenne des transports à l'horizon 2010: l'heure des choix" que dans les conclusions du Conseil européen de Göteborg, à la question de l'internalisation des coûts externes, notamment environnementaux, et, d'autre part, l'évolution rapide que connaît le marché des transports, il y aurait lieu de pouvoir tenir compte des travaux futurs quant à la méthodologie de l'internalisation des coûts externes, d'étudier régulièrement l'évolution des différentiels de coûts externes et, en conséquence, de proposer de modifier, le cas échéant, le montant indicatif du concours financier.
(11) Considering, on the one hand, the importance of the internalisation of external, particularly environmental, costs, acknowledged both in the White Paper "European transport policy for 2010: time to decide" and in the conclusions of the Göteborg European Council, and on the other hand, the speed at which the transport market is changing, it should be possible to take account of future work on developing methods to internalise external costs, regularly evaluate the development of external cost differentials and propose any necessary adjustment to the indicative amount of financial assistance accordingly.
