First, we encourage the committee to review the policy reasons that an international consensus has formed among other international agencies, including DFID, the European Instrument for Democracy and Human Rights, USAID, Sida, the Danish International Development Agency, Deutsche Gesellschaft für Internationale Zusammenarbeit, UNICEF, the United Nations Democracy Fund, and many others to commit substantially to funding media development initiatives that prioritize child rights and other themes.

The Commission shall implement this Decision at Union level, in particular by adopting the necessary financing decisions in accordance with the Regulations establishing the instruments for financing external action relevant to the actions concerned, namely the Development Cooperation Instrument, the European Instrument for Democracy and Human Rights, as established by Regulation (EU) No 235/2014 of the European Parliament and of the Council (8), the European Neighbourhood Instrument, the Instrument contributing to Stability and Peace, as established by Regulation (EU) No 230/2014 of the European Parliament and of the Council (9), the Instrument for Pre-accession Assistance, as established by Regulation (EU) No 231/2014 of the European Parliament and of the Council (10), and the Partnership Instrument for cooperation with third countries, as established by Regulation (EU) No 234/2014 of the European Parliament and of the Council (11) (‘the instruments for financing external action’).

The new European Neighbourhood Instrument 2014-2020 (which replaces the European Neighbourhood and Partnership Instrument 2007-2013) reflects an incentive-based approach: the more a country is committed to and makes progress in reforms, the more assistance it can expect from the EU.

The European Parliament notes that Regulation (EU) No 233/2014 of the European Parliament and of the Council of 11 March 2014 establishing a financing instrument for development cooperation for the period 2014-2020, Regulation (EU) No 232/2014 of the European Parliament and of the Council of 11 March 2014 establishing a European Neighbourhood Instrument, Regulation (EU) No 234/2014 of the European Parliament and of the Council of 11 March 2014 establishing a Partnership Instrument for cooperation with third countries and Regulation (EU) No 231/2014 of the European Parliament and of the Council of 11 March 2014 establishing an Instrument for Pre-accession Assistance (IPA II) do not contain any explicit reference to the possibility of suspending assistance in cases where a beneficiary country fails to observe the basic principles enunciated in the respective instrument and notably the principles of democracy, rule of law and the respect for human rights.

Conformément à l'article 18, paragraphe 4, du règlement (UE) no 1288/2013 du Parlement européen et du Conseil (11), afin de promouvoir la dimension internationale de l'enseignement supérieur, un montant indicatif de 1 680 000 000 EUR provenant des différents instruments de financement de l'action extérieure (l'instrument de financement de la coopération au développement, l'instrument européen de voisinage établi par le règlement (UE) no 232/2014 du Parlement européen et du Conseil (12), l'instrument d'aide de préadhésion (IAP II) institué par le règlement (UE) no 231/2014 du Parlement européen et du Conseil (13) et l'instrument de partenariat), est affecté à des actions relatives à la mobilité à des fins d'apprentissage à destination ou en provenance de pays partenaires au sens de règlement (UE) no 1288/2013, et à la coopération et au dialogue politique avec des autorités, institutions et organisations de ces pays.

In accordance with Article 18(4) of Regulation (EU) No 1288/2013 of the European Parliament and of the Council (11), in order to promote the international dimension of higher education, an indicative amount of EUR 1 680 000 000 from the different instruments for financing external action (the Development Cooperation Instrument, the European Neighbourhood Instrument established by Regulation (EU) No 232/2014 of the European Parliament and of the Council (12), the Instrument for Pre-accession Assistance (IPA II) established by Regulation (EU) No 231/2014 of the European Parliament and of the Council (13) and the Partnership Instrument), shall be allocated to actions in respect of learning mobility to or from partner countries within the meaning of Regulation (EU) No 1288/2013, and to cooperation and policy dialogue with authorities, institutions and organisations from those countries.
