30. considère qu'il est urgent de réviser les dispositions régissant l'initiative citoyenne européenne afin de simplifier les règles d'ordre administratif et technique, de revoir la conception des systèmes de collecte en ligne des signatures afin qu'ils soient faciles à utiliser et accessibles aux personnes handicapées, d'harmoniser le mécanisme de vérification des déclarations de soutien dans chaque État membre, de fournir une meilleure protection juridique aux comités de citoyens, d'envisager de financer des initiatives citoyennes européennes au moyen du budget de l'Union, de permettre un suivi réel des initiatives citoyennes européennes ayant abouti et d'autoriser les ressortissants de pays tiers résidant dans l'Union à souscrire à une initiative dans leur pays de résidence, étant donné que les procédures administratives deviennent si lourdes et obscures qu'elles ne font qu'accroître le sentiment d'hostilité envers le projet européen;
30. Considers that a revision of the ECI regulations is urgent in order to ease the administrative and technical requirements, to redesign the online collection systems for signatures to be user-friendly and accessible to people with disabilities, to harmonise the mechanism for the verification of supports in every Member State, to provide enhanced legal protection to the citizens’ committees, to consider funding ECIs through the EU budget, to allow proper follow-up to a successful ECI and to allow non-national European residents to sign in the host country, since the administrative processes are becoming so cumbersome and arcane, that it only increases hostility towards the European project;

– (DE) Madame la Présidente, tout d’abord, je voudrais remercier toutes les personnes qui ont rendu cela possible et, en particulier, l’ancienne vice-présidente Sylvia-Yvonne Kaufmann qui, au cours de la législature précédente, a réalisé une grande partie du travail préliminaire afin de faire en sorte qu’un jour l’initiative citoyenne européenne devienne réalité.
– (DE) Madam President, firstly I would like to thank everyone who has made this possible and, in particular, the former vice-president Sylvia-Yvonne Kaufmann, who did much of the preliminary work during the previous parliamentary term to ensure that the day would come when the European citizens’ initiative would become reality.

3. est d'avis que l'initiative citoyenne européenne, qui entrera en vigueur le 1 avril 2012, est le premier instrument de démocratie participative transnationale donnant aux citoyens la possibilité de participer activement à l'élaboration des politiques et de la législation européennes; appelle à mettre concrètement en œuvre le règlement sur l'initiative citoyenne européenne de façon transparente et responsable et, en particulier, invite les institutions et les États membres de l'Union à prévoir, en temps utile, toutes les modalités administratives et pratiques leur permettant de prendre une part active dans l'information des citoyens sur ce nouvel instrument, pour que ceux-ci le mettent pleinement à profit, et en particulier à saisir l'occasion de l'«Année européenne des citoyens» (2013) pour dynamiser la sensibilisation; estime, en outre, que la commission des pétitions devrait être chargée, de par son expérience dans les relations directes avec les citoyens, de mener les auditions publiques des responsables des initiatives citoyennes européennes, prévues à l'article 11 du règlement concernant l'initiative citoyenne européenne; propose que la Commission présente régulièrement à la commission des pétitions un rapport sur la mise en œuvre de l'initiative citoyenne européenne;
3. Takes the view that the ECI, which will apply from 1 April 2012, constitutes the first instrument of transnational participatory democracy and will give citizens the possibility to become actively involved in the framing of European policies and legislation; calls for the effective, transparent and accountable implementation of the ECI Regulation and, in particular, calls on the EU institutions and Member States to put in place all the necessary administrative and practical arrangements in a timely manner, to take an active role and participate effectively in informing citizens about this new instrument in such a way that all EU citizens can benefit from it fully, and, especially, to use the European Year of Citizens (2013) to develop momentum for awareness-raising; takes the view, moreover, that the Committee on Petitions, on account of its experience of direct contact with citizens, should be given the responsibility of holding public hearings for organisers of successful European citizens' initiatives, as provided for in Article 11 of the ECI Regulation; proposes that the Commission regularly present a report to the Committee on Petitions on the implementation of the ECI;
