L'initiative citoyenne européenne a été instituée par le traité de Lisbonne et conçue pour offrir aux citoyens la possibilité d'influer sur les programmes de travail de la Commission dès avril 2012, lors de l'entrée en vigueur du règlement relatif à l'initiative citoyenne européenne qui met en œuvre les dispositions du traité.

La Commission européenne a décidé ce jour de procéder à l'enregistrement d'une initiative citoyenne européenne (ICE) qui l'invite à «recommander au Conseil d'annuler le mandat de négociation pour le partenariat transatlantique de commerce et d'investissement (TTIP)» et de «ne pas conclure l'accord économique et commercial global (AECG)» (initiative «Stop TTIP»).
The European Commission has today decided to register a European Citizens' Initiative inviting the Commission "to recommend to the Council to repeal the negotiating mandate for the Transatlantic Trade and Investment Partnership (TTIP) and not to conclude the Comprehensive Economic and Trade Agreement (CETA)" ('Stop TTIP' Initiative).

Welcomes the implementation of the European Citizens’ Initiative (ECI) on 1 April 2012, as well as the registration of the first ECI, dedicated to policies for Europe’s Youth - Fraternity 2020, and the recently successful ECI dedicated to the Right to Water; believes that the ECI constitutes the first instrument of transnational participatory democracy and will enable citizens to become actively involved in the framing of European policies and legislation; reconfirms its commitment to participate in the organisation of public hearings for successful European Citizens’ Initiatives with the active involvements of all concerned parliamentary committees; underlines the need for regular review of the state of play with the European Citizens’ Initiatives, with the aim of improving the procedure while limiting the red tape and other obstacles; is aware that the outcome of the first parliamentary hearings of the first successful ECIs taking place in 2014 are crucial in setting high procedural standards and meeting citizens’ expectations regarding the exercise of this right in the future, and undertakes to give institutional priority to ensuring the effectiveness of the participatory process;

3. est d'avis que l'initiative citoyenne européenne, qui entrera en vigueur le 1 avril 2012, est le premier instrument de démocratie participative transnationale donnant aux citoyens la possibilité de participer activement à l'élaboration des politiques et de la législation européennes; appelle à mettre concrètement en œuvre le règlement sur l'initiative citoyenne européenne de façon transparente et responsable et, en particulier, invite les institutions et les États membres de l'Union à prévoir, en temps utile, toutes les modalités administratives et pratiques leur permettant de prendre une part active dans l'information des citoyens sur ce nouvel instrument, pour que ceux-ci le mettent pleinement à profit, et en particulier à saisir l'occasion de l'«Année européenne des citoyens» (2013) pour dynamiser la sensibilisation; estime, en outre, que la commission des pétitions devrait être chargée, de par son expérience dans les relations directes avec les citoyens, de mener les auditions publiques des responsables des initiatives citoyennes européennes, prévues à l'article 11 du règlement concernant l'initiative citoyenne européenne; propose que la Commission présente régulièrement à la commission des pétitions un rapport sur la mise en œuvre de l'initiative citoyenne européenne;
3. Takes the view that the ECI, which will apply from 1 April 2012, constitutes the first instrument of transnational participatory democracy and will give citizens the possibility to become actively involved in the framing of European policies and legislation; calls for the effective, transparent and accountable implementation of the ECI Regulation and, in particular, calls on the EU institutions and Member States to put in place all the necessary administrative and practical arrangements in a timely manner, to take an active role and participate effectively in informing citizens about this new instrument in such a way that all EU citizens can benefit from it fully, and, especially, to use the European Year of Citizens (2013) to develop momentum for awareness-raising; takes the view, moreover, that the Committee on Petitions, on account of its experience of direct contact with citizens, should be given the responsibility of holding public hearings for organisers of successful European citizens' initiatives, as provided for in Article 11 of the ECI Regulation; proposes that the Commission regularly present a report to the Committee on Petitions on the implementation of the ECI;
