9. souligne l'importance que revêt la mise en place d'un partenariat avec la société civile, en tant que facteur de changement et de démocratisation; dans ce contexte, prend acte de l'attribution de 22 millions d'euros à la facilité de soutien à la société civile pour la période 2011-2013 et attend un financement plus conséquent de la facilité dans le prochain cadre financier pluriannuel; appelle le SEAE et la Commission à mieux expliquer la portée et les objectifs de la facilité de soutien envisagée et appelle à une clarification plus poussée de la complémentarité de la facilité avec l'IEDDH et l'IEVP; observe que des instruments devront également être prévus pour soutenir efficacement les minorités religieuses et ethniques dans les domaines relevant de l'initiative; recommande l'utilisation de cette facilité en faveur d'une amélioration des travaux du forum de la société civile au sein du partenariat oriental et de la mise en place éventuelle d'un tel forum pour les partenaires méridionaux;

Stresses the importance of building a partnership with civil societies as a means to promote change and democratisation; in this context, takes note of the allocation of EUR 22 million to the Civil Society Facility (CSF) for the period 2011-2013 and looks forward to the Facility being more substantially funded in the next Multiannual Financial Framework; calls on the EEAS and the Commission to better explain the scope and objectives of a potential CSF and calls for a greater clarification of the CSF in terms of complementarities with the European Instrument for Democracy and Human Rights (EIDHR) and the ENPI; notes that instruments should also be identified to concretely support religious and ethnic minorities in the areas covered by the initiative; recommends that this Facility be used to improve the work of the Civil Society Forum within the Eastern Partnership and to potentially build up such a forum also for the Southern partners;

1. souligne que la totalité, sauf deux, des 17 pays bénéficiant de l'instrument européen de voisinage et de partenariat (IEVP) figurent, selon le classement du Comité d'aide au développement de l'Organisation de coopération et de développement économiques, parmi les pays en développement; observe, dans ce contexte, que même si l'IEVP inclut la lutte pour l'atténuation de la pauvreté, il n'a pas contribué de manière efficace à une chute sensible des taux de pauvreté et à l'amélioration de la situation socio-économique dans de nombreux pays de la PEV; insiste dès lors pour que l'éradication de la pauvreté et la réalisation des objectifs du millénaire pour le développement formulés par les Nations unies (en particulier en ce qui concerne la santé et l'éducation) deviennent des objectifs fondamentaux et prioritaires tout au long de la mise en œuvre de l'assistance au titre de l'IEVP;

Stresses the fact that all but two of the seventeen countries covered by the European Neighbourhood Policy Instrument (ENPI) are classified as developing countries by the Organisation for Economic Co-operation and Development's Development Assistance Committee; notes, in this context, that although the ENPI entails the promotion of poverty reduction, it has not effectively contributed to a steep drop-off in poverty rates and improving the socio-economic situation in many ENP countries; insists therefore that the eradication of poverty and the achievement of the UN Millennium Development Goals (especially on health and education) become the primary and overarching objectives throughout the implementation of the ENPI assistance;

20. observe qu'en dépit des efforts de certains pays couverts par l'IEVP pour promouvoir l'égalité entre femmes et hommes et renforcer la participation des femmes à la vie politique, sociale et économique, ces mesures n'ont pas encore entraîné d'amélioration notable dans les pays du voisinage méditerranéen ainsi que dans certains pays du voisinage oriental; demande à la Commission de se pencher de manière plus systématique sur les inégalités entre femmes et hommes dans la programmation et dans la mise en œuvre de l'IEVP;
