Calls on the Council to enhance the role of the Human Rights Unit of its General Secretariat by allowing it to be involved in the conduct of the political dialogues, including the dialogues and consultations based on cooperation agreements under the responsibility of the Commission, and to set up, within its Human Rights Unit, a permanent coordination system for each structured human rights dialogue or consultation, in order to ensure the innovativeness of the dialogue and consultation topics, the selection of relevant participants and continuity, proceeding on the basis that such coordination should contribute to the establishment of bilateral networks of organisations, institutions and academics between Europe and the country in question, so as to ensure the requisite mainstreaming of human rights and democracy in all EU policies, especially following the reforms of the financial instruments for external EC aid; calls, to that end, for the necessary steps to be taken to enable the unit to perform the above tasks, including an increase in financial resources and personnel;

Pour que l’Europe puisse remplir le rôle qui lui correspond, il est nécessaire qu’une concertation étroite s’établisse entre toutes les parties intéressées, et plus particulièrement une collaboration plus opérationnelle entre la Commission et l’Agence spatiale européenne.
In order for Europe to fulfil its proper role in this regard, it must establish close cooperation with all parties concerned, especially with regard to a more operational form of cooperation between the Commission and the European Space Agency.

La programmation de l'assistance se fera en étroite collaboration avec les autorités concernées qui devront s'engager à poursuivre les réformes institutionnelles, administratives et économiques nécessaires pour que l'assistance puisse efficacement remplir les objectifs de l'UE vis-à-vis de la région : l'intégration la plus complète possible des pays de la région dans le courant politique et économique général de l'Europe.
The assistance will be programmed in close collaboration with the authorities concerned, which will have to undertake to continue the institutional, administrative and economic reforms so that the assistance will be fully effective in meeting the EU's objectives for the region: fullest possible integration of the countries of the region into the political and economic mainstream of Europe.

Le Conseil a adopté une action commune confirmant la désignation du représentant spécial de l'UE chargé de la coordination du Pacte de stabilité pour l'Europe du Sud-Est, à la suite de sa décision, du 2 juillet 1999, désignant M. Bodo Hombach à titre provisoire jusqu'au 31 juillet 1999 afin qu'il puisse commencer immédiatement à remplir ses tâches.
The Council adopted a Joint Action confirming the appointment of the Special Representative of the EU to act as Co-ordinator of the Stability Pact for South-Eastern Europe, following its Decision of 2 July 1999 to appoint Mr Bodo Hombach on a provisional basis until 31 July 1999 in order to enable him to start work immediately.

I do not want to go into all the arguments here, but my conclusions are simple enough : * We want and need a continuing US military presence in Europe. * NATO should remain the central focus, though it can fulfil its role at lower levels of manpower and armaments.
