All these actions, combined with the implementation of the SEA Directive, will produce a robust set of procedures to improve decision-making and help to achieve the objectives set out in the 6 EAP (Initiative 5).

Emphasises that cohesion policy is the main EU instrument, covering all regions, for investment in the real economy and acts as the expression of European solidarity by extending growth and prosperity and reducing economic, social and territorial disparities; points out that cohesion policy is fully aligned with the Europe 2020 objectives and provides the investment framework needed, without being simply a tool for its implementation; stresses, in this context, that through thematic concentration the ESIF under the new architecture are oriented towards 11 thematic objectives derived straight from the Europe 2020 objectives, and that preconditions linked directly to these thematic objectives have been established in order to ensure that investments are made in such a way as to maximise their effectiveness; underlines its full support for this new approach, which will contribute to increasing the effectiveness of spending;

L’ESIE contribuera donc à optimiser la contribution des programmes au développement durable. Par contre, lorsque aucune ESIE n’est requise, le défi consistera à formuler, mettre en œuvre et évaluer les programmes à la lumière des besoins en matière de développement durable, ainsi qu’à identifier les moyens d’intégrer les principes du développement durable dans les projets afin d’ajouter de la valeur à leurs résultats et à leurs retombées, ainsi qu'aux objectifs de développement plus généraux du programme.
While SEA will help to optimize programmes' contribution to sustainable development, where no SEA is required, the challenge will be to formulate, implement and evaluate programmes in the light of the sustainable development needs and to identify ways in which sustainable development principles can be integrated into projects so as to add value to their outputs and impacts and to the broader development objectives of the programme.

Pour la période de programmation 2007-2013, cette évaluation distincte sera remplacée par l'ESIE, qui contribuera de manière appréciable à la promotion du développement durable et profitera à son tour de l’expérience en matière d’évaluation accumulée au cours de la période de programmation 2000-2006.
During the 2007-2013 programming period, this separate evaluation will be effectively superseded by the SEA, which will be an important tool in promoting sustainable development, and will benefit in turn from the evaluation expertise developed during the programming period 2000-2006.
