TRADUCTIONS EN CONTEXTE

19. souhaite qu’au titre du 11 FED, la proportion des ressources consacrées au programme intra-ACP et aux programmes régionaux soit identique à celle existant sous le 10 FED, tout en prévoyant une enveloppe de fonds non allouée et flexible et assurant une complémentarité maximale avec le futur programme panafricain prévu dans le cadre du futur ICD, car cette enveloppe servira en partie à financer le nouveau dispositif d’absorption des chocs externes à dimension internationale (crise financière, alimentaire ou humanitaire notamment) pouvant frapper un pays ACP, ainsi qu’une aide humanitaire d’urgence; souligne l’importance de ces programmes, qui contribuent à renforcer la capacité de préparation des pays ACP en cas de choc, leur capacité de résilience et la coordination entre les actions d’urgence, la réhabilitation et le développement;
19. Urges that, under the 11th EDF, the proportion of resources devoted to the intra-ACP programme and regional programmes should be the same as that under the 10th EDF, also providing for a flexible reserve and ensuring maximum complementarity with the Pan-African programme planned as part of the future DCI, because this reserve will be used in part to finance the new scheme to absorb any exogenous shocks with an international dimension (in particular, financial, food or humanitarian crises) that may affect an ACP country, as well as emergency humanitarian aid; stresses the importance of these programmes, which can help to increase the level of preparedness of ACP countries in the event of a crisis, boost their resilience and improve coordination of emergency measures, rehabilitation and development;

Au début du processus de programmation, la Commission détermine, en fonction des besoins et des critères de performance définis aux articles 3, 9 et 12 de l'annexe IV de l'accord de partenariat ACP-CE, les fonds indicatifs pluriannuels attribués à chaque pays et région ACP et à l'enveloppe intra-ACP, sur lesquels se fonde le processus de programmation, dans les limites prévues à l'article 2 de l'accord interne.

At the beginning of the programming processes the Commission shall, on the basis of the needs and performance criteria identified in Articles 3, 9 and 12 of Annex IV to the ACP-EC Partnership Agreement, determine the multiannual indicative fund allocation for each ACP country and region and for the intra-ACP envelope on which the programming process is based, within the limits set out in Article 2 of the Internal Agreement.

Pour contribuer à réduire la vulnérabilité des pays bénéficiaires ACP aux fluctuations des prix des produits de base, il est proposé de réserver un montant indicatif pouvant atteindre 25 millions EUR sur le reliquat de la somme conditionnelle d’un milliard d’euros pour contribuer à la facilité de financement de la gestion des risques liés aux produits de base conformément à l’article 68, paragraphe 5, de l’accord de partenariat ACP-CE et de transférer l’entièreté du montant à l’enveloppe intra-ACP à cet effet.
To contribute to reducing the vulnerability of the ACP beneficiary countries to commodity shocks it is proposed to earmark an indicative amount of up to EUR 25 000 000 from the remaining balance of the conditional EUR 1 000 000 000 to contribute to the international commodity risk management financing facility in line with Article 68(5) of the ACP-EC Partnership Agreement and to transfer the entire amount to the intra-ACP envelope for this purpose.

It is proposed to put aside an indicative amount of EUR 30 000 000 from the remaining balance of the conditional EUR 1 000 000 000 to contribute to the initial phase of a capacity building programme to help the ACP adapt to the new Community sanitary and phytosanitary rules and to transfer the entire amount to the intra-ACP envelope for this purpose.

Compte tenu des attentes considérables suscitées par le lancement de l’initiative européenne dans le domaine de l’énergie, de la contribution essentielle de l’énergie à la réalisation des objectifs du Millénaire (ODM), et de l’importance cruciale que revêt pour les pauvres l’accès à des services énergétiques peu onéreux et respectueux de l’environnement, il est suggéré de financer la facilité en faveur de l’énergie ACP-UE sur la base d’un montant indicatif de 220 millions EUR sur les reliquats conditionnels et de transférer la totalité de ce montant à l’enveloppe intra-ACP à cet effet.
Considering the high expectations generated by the launch of the EU Energy Initiative, the crucial contribution of energy to the achievement of the MDGs, and the critical importance for the poor of access to cost-effective and environmentally sound energy services, it is therefore suggested that the proposed ACP/EU Energy Facility be financed with an indicative amount of EUR 220 000 000 from the conditional balances and that the totality of this amount be transferred to the intra-ACP envelope for this purpose.
