Underlines that the provisions of point 47 of the IIA shall be applied for the setting-up of the European Supervisory Authority (European Securities and Markets Authority); stresses that, should the legislative authority decide in favour of setting up the European Supervisory Authority (European Securities and Markets Authority), Parliament will enter into negotiations with the other arm of the budgetary authority with a view to coming to a timely agreement on the financing of the European Supervisory Authority (European Securities and Markets Authority) in line with the relevant provisions of the IIA;

Les propositions d'aujourd'hui nécessitent l'approbation du Parlement européen et du Conseil en tant qu'autorité budgétaire afin de permettre à la Commission de commencer les versements avant la fin de l'année.
Today's proposals require the approval of the European Parliament and the Council in their role as Budgetary Authority to allow the Commission to start the payments before the end of this year.

What, though, can of course very well happen with further measures for 2003 in the common foreign and security policy area is that the resources in category 4, that is, in the foreign policy budget, will be insufficient to cover further measures for civil crisis management, and so it is my urgent appeal to the budgetary authority that they speedily examine the Commission proposal on the creation of a new financial instrument.

L'objectif de la procédure de conciliation n'en a pas été négligé pour autant. Il s'agissait, avec l'aide de la Commission, de dégager un accord entre les deux branches de l'autorité budgétaire afin que soit établi un budget permettant à l'Union européenne de relever les défis auxquels elle est confrontée et de tenir compte de la situation et de son évolution possible durant l'exercice budgétaire et le programme 2002.
However, the aim of the consultation procedure has not been overlooked: namely to bring about agreement between the two arms of the budgetary authority with the help of the Commission. In that way, we can adopt a budget which enables the European Union to face its challenges, and also to accommodate the circumstances and the developments which can be anticipated during the 2002 budgetary year and programme in the best possible way.

Le Conseil a donné mandat à la Présidence pour établir les documents budgétaires et les transmettre à l'autre branche de l'autorité budgétaire, le Parlement européen, afin que cette institution puisse également marquer son accord sur les propositions de la Commission.
The Council instructed the Presidency to draw up the budget documents and forward them to the other branch of the budgetary authority, the European Parliament, so that it too could endorse the Commission proposals.

The Council invites the Commission to continue the efforts already under way to facilitate the budgetary authority's utilisation of those reports by taking account of the results of the work in drawing up the preliminary draft budget, with particular reference to explain the options selected and forwarding - as early as possible and at the latest along with the preliminary draft budget - all the information it has in usable form so that the budgetary authority can establish the appropriate amount of commitment appropriations required.

Afin de neutraliser les effets des evolutions monetaires exterieures (fluctuations du $ par rapport a l'ECU) la Commission prevoit une reserve monetaire.

The Commission will introduce an early warning system to ensure that expenditure does not exceed the appropriations allocated to each chapter (the expenditure path will be compared each month with the average for the previous three years and the Commision will notify the budgetary authority of any significant change. In the event of an overrun, the additional expenditure must be offset by an equivalent volume of savings in the two years following. 4. The Commission feels that there should be a monetary reserve to neutralize the effects of external monetary movements (fluctuations of the dollar in relation to the ECU).
