Actuellement, la substance chimique NMP fait l'objet d'une procédure de restriction conformément à l'article 69 du règlement (CE) no 1907/2006. Compte tenu des similarités entre ces deux substances, à la fois en ce qui concerne les propriétés intrinsèques et les applications industrielles, et afin de garantir une approche réglementaire cohérente, la Commission estime qu'il convient de repousser la décision sur l'inscription du DMAC à l'annexe XIV.
Currently the chemical substance NMP is the subject of a restriction procedure in accordance with Article 69 of Regulation (EC) No 1907/2006.In view of the similarities of the two substances, both regarding their intrinsic properties and their industrial applications, and in order to ensure that a consistent regulatory approach is warranted, the Commission considers it appropriate to postpone the decision on the inclusion of DMAC in Annex XIV.

Je reconnais que l’article 69 actuel est bien trop étroit et restrictif pour pouvoir être utilisé de manière prospective, c’est pourquoi nous essayons maintenant d’offrir de nouvelles possibilités dans le nouvel article 68.

C'est la raison pour laquelle le rapporteur n'est pas partisan de la suppression obligatoire des paiements couplés actuels.
