L’Irlande participe au présent [acte], conformément à l’article 5, paragraphe 1, du protocole n° 19 sur l’acquis de Schengen intégré dans le cadre de l’Union européenne, annexé au traité sur l'Union européenne et au traité sur le fonctionnement de l'Union européenne, et conformément à l’article 6, paragraphe 2, de la décision 2002/192/CE du Conseil du 28 février 2002 relative à la demande de l’Irlande de participer à certaines dispositions de l’acquis de Schengen.*
Ireland is taking part in this [instrument] in accordance with Article 5(1) of Protocol No 19 on the Schengen acquis integrated into the framework of the European Union, annexed to the Treaty on European Union and to the Treaty on the Functioning of the European Union, and Article 6(2) of Council Decision 2002/192/EC of 28 February 2002 concerning Ireland's request to take part in some of the provisions of the Schengen acquis*.

The competent authorities of the Member States shall provide the Commission with the names and addresses of the authorities competent to issue the prior authorisations referred to in Article 28 together with specimens of the stamp impressions used by them.

The reports by the Commission to the European Parliament and to the Council referred to in Article 7b(7), Article 7c(2), Article 7c(9) and Article 7d(4) and (5), as well as the reports and information submitted pursuant to the first and fifth subparagraphs of Article 7c(3) and Article 7d(2), shall be prepared and transmitted for the purposes of both Directive 2009/28/EC and this Directive".

By letter of 28 October 2003 the Commission submitted to Parliament, pursuant to Articles 251(2), 179(1) and 181a(2) of the EC Treaty, the proposal for a European Parliament and Council Regulation amending Regulation (EC) No 975/1999 laying down the requirements for the implementation of development cooperation operations which contribute to the general objective of developing and consolidating democracy and the rule of law and to that of respecting human rights and fundamental freedoms (COM(2003) 639 – 2003/0250(COD)) and regulation (EC) No 976/1999 laying down the requirements for the implementation of Community operations, which, within the framework of Community cooperation policy, contribute to the general objective of developing and consolidating democracy and the rule of law and to that of respecting human rights and fundamental freedoms in third countries (COM(2003) 639 - C5-0078/2004 - 2004/0807(CNS)).

The Member States may release taxable persons from the obligation to issue an invoice in respect of goods or services which they have supplied or rendered in their territory and which are exempt, with or without refund of the tax paid at the preceding stage, pursuant to Article 13, Article 28(2)(a) and Article 28(3)(b).
