It should be noted, however, that the 'exception' to the link with the framework of States stemming at present from Article 137 and, in future, from Articles 189 and 190 of the EC Treaty is limited: where the right to vote is concerned, a citizen has a choice only between the State of which he is a national and that in which he resides.
