1. In the event of a general perception of a risk of disruption of oil supply, notably in the context of an external shock, giving rise to a high level of volatility in the oil markets which may seriously disrupt the functioning of the economy and the internal market in petroleum products and, hence, result in a serious supply situation, the Commission may, by taking a decision in accordance with the procedure provided for in Article 9(2), require the Member States to make the security stocks referred to in Article 2(1) and (2) gradually available taking into account international agreements concluded by the Member States and decisions taken in the context of such agreements.

Face au blocage institutionnel au Parlement et au Conseil, la Commission a décidé aujourd’hui de retirer les propositions législatives qu’elle avait faites en septembre 2002 et qui visaient à réformer la gestion communautaire des stocks pétroliers en cas notamment de crise d’approvisionnement.
Faced with the lack of agreement in the Parliament and the Council, the Commission today decided to withdraw the legislative proposals it made in September 2002 for reforming the Community’s management of oil stocks, particularly in the event of an oil supply crisis.

Dans ce contexte, la Commission considère qu’il faut utiliser de front plusieurs instruments : une fiscalité de l’énergie coordonnée entre Etats membres et adaptée ; des mesures visant à promouvoir l’efficacité énergétique et donc à réduire la consommation d’hydrocarbures ; l’approfondissement du dialogue avec les pays producteurs et la recherche d’un plus grande transparence et d’une meilleure prévisibilité des marchés notamment par l’établissement d’un observatoire des prix ; le maintien de l’option nucléaire et la promotion des énergies renouvelables ; enfin le renforcement du système européen de gestion de stocks pétroliers en cas de crise d’approvisionnement.
In light of this, the Commission feels that several methods must be used simultaneously: the coordination and adjustment of energy taxation by the Member States; measures aimed at promoting energy efficiency thereby reducing oil and gas consumption; increasing the dialogue with oil-producing countries and seeking greater transparency and improved market forecasting, in particular by establishing a price monitoring body; maintaining the option of using nuclear energy and promoting renewable energy; and lastly strengthening the European system of managing oil stocks in the event of an oil supply crisis.
