En parallèle et complément à l’approche «top-down» décrite précédemment, le Comité souhaite encourager la Commission à proposer des actions concrètes s’inscrivant explicitement dans une approche «bottom-up», c’est-à-dire encourager la création de producteurs CC au niveau régional, national ou transfrontalier pour, par la suite, favoriser le développement des services et l’usage du CC.
In parallel with and in addition to the aforementioned top-down approach, the Committee would urge the Commission to propose specific actions that explicitly take a bottom-up approach, in other words encouraging the establishment of CC producers at regional, national or cross-border level to then promote the development of CC services and the use of CC.

L’approche proposée par la Commission s’inscrit dans un modèle «top-down»; autrement dit, faciliter l’usage, pour encourager l’émergence des services et possiblement de la production d’énergie numérique.
