Calls for enhanced institutional space for the international community to address common concerns relating to IHL implementation; welcomes the pledge of the EU and its Member States to the ICRC to strongly support the establishment of an effective mechanism on strengthening compliance with IHL, but calls on the VP/HR to report to Parliament on her objectives and strategy in terms of realising this pledge in the forthcoming intergovernmental process to find ways to enhance the implementation of IHL as agreed at the 32nd International Conference of the Red Cross and Red Crescent in December 2015, which could strengthen the governance system of IHL.

Calls on the EU to promote at the WHS a comprehensive agreement on practical ways to reinforce the respect and compliance of IHL, international human rights law (IHRL) and refugee law, such as through the dissemination of the rules of IHL among regional and national administrations, security forces, local authorities and community leaders, and to support the International Criminal Court role to end impunity for violation of IHL and IHRL;

2. La deuxième phrase du paragraphe 1 ne s'oppose pas à ce que les règles nationales relatives aux délais de recours de droit interne soient opposées aux travailleurs ou à leurs ayants droit qui avaient engagé une action en justice ou introduit une réclamation équivalente selon le droit national avant le 17 mai 1990, à condition qu'elles ne soient pas moins favorables pour ce type de recours que pour les recours similaires de nature interne et qu'elles ne rendent pas impossible en pratique l'exercice des droits conférés par la législation communautaire.
2. The second sentence of paragraph 1 shall not prevent national rules relating to time limits for bringing actions under national law from being relied on against workers or those claiming under them who initiated legal proceedings or raised an equivalent claim under national law before 17 May 1990, provided that they are not less favourable for that type of action than for similar actions of a domestic nature and that they do not render the exercise of rights conferred by Community law impossible in practice.
