The commission was established by former President Clinton following a meeting convened by him on October 17, 2000, in Charm El-Cheikh, Egypt, between Israeli Prime Minister Ehud Barak and Chairman of the Palestinian Authority Yasser Arafat in an attempt to put an end to Israeli-Palestinian violence that had broken out on the West Bank and in Gaza and Israel a few weeks earlier.
