Je voudrais demander que cet amendement 9 soit voté en complément de l’amendement 21, qui fixe à 20% la part des énergies renouvelables. En effet, dans notre amendement, celui du groupe socialiste au Parlement européen, nous prônons de porter cette part à 25% par une augmentation progressive.
I should like to ask that Amendment 9 be voted on in addition to Amendment 21, which stipulates 20% as a basis for sustainable energy and in our amendment, that of the Socialist Group in the European Parliament, we advocate 25% by way of gradual increase. This could therefore be seen as an addition.

Now, under their newly crafted bill, any law or bylaw created by the band dealing with paragraph (e) of subclause 16(1), which is local works, public utilities, or waste management, or any offence of a bylaw under paragraphs (a) or (b) of subclause 17(1), which involve “the protection and conservation of natural resources within the band's reserve and the disposition” this is amended “for personal or commercial use of those resources”, or “the protection, conservation and management of wildlife and fish on the band's reserve”.In any of those categories, if it's the intention of the band's justice system to penalize somebody to the effect of a $300,000 penalty, knowing now what we know that the person can run down to their chartered accountant and say, “Write this off on my 2003 income tax” that fine can be reduced by 25%, 50%, 100%, based on the tax status of that company and that fiscal year.
