Mr. Freeman: First, I should say that in the debate around Bill C-24, one of the amendments that the House committee made, which was passed, was to reveal the terms of any loans to candidates.

Honorables sénateurs, j'aimerais aujourd'hui parler brièvement du projet de loi C-24. J'aimerais d'abord remercier la sénatrice Eaton d'avoir fait son travail et d'avoir présenté le projet de loi de son gouvernement. J'aimerais aussi remercier le sénateur Eggleton d'avoir aussi bien su analyser cette mesure législative et d'avoir cherché à l'améliorer en proposant des amendements judicieux.
Honourable senators, I rise today to make a few brief comments about Bill C-24, and I'd like to begin by thanking Senator Eaton for doing her job of bringing forward her government's bill, and I would like to thank Senator Eggleton for his careful analysis of Bill C-24 and for bringing forward well-reasoned amendments in attempting to improve this bill.

En ce qui concerne le paragraphe 28 du rapport McGuiness, j’aimerais vous rappeler que, dans l’avis en date du 24 septembre 2008 de la commission des budgets à la commission du développement, un amendement a été adopté sur l’importance d’une facilité de microcrédit pour les petits agriculteurs des pays en développement touchés par la crise.
4. Concerning Paragraph 28 of the McGuiness report, I recall that in the opinion of 24.9.2008 of the Committee on Budgets to the Development Committee an amendment had been voted on the importance of microcredit facilitation for small agricultural producers in developing countries affected by the crisis.

As regards Amendment 24, I should like to propose to our fellow Members from the Group of the Alliance of Liberals and Democrats for Europe that a word be changed via an oral amendment.

J'aimerais proposer un amendement à la motion visant à supprimer le deuxième paragraphe: « Que le comité finisse l'étude article par article du projet de loi C-24 d'ici la fin de la journée le mardi 7 novembre 2006 »; ainsi que de l'avant-dernier paragraphe: « Que l'étude article par article du projet de loi C-24 soit achevée avant d'examiner les autres travaux du comité ».
I would like to move an amendment to the motion deleting the second paragraph, “That the committee finish clause-by-clause consideration for Bill C-24 by the end of the day on Tuesday, November 7”; and the second-last paragraph, “That the clause-by-clause consideration for Bill C-24 be completed before considering any other committee business”.
