Notes the European Court of Justice judgment of 14 April 2015 regarding the Commission’s right to withdraw a proposal (Case C-409/13), which reaffirms the specific conditions to be fulfilled by the Commission, inter alia that it honour its obligation to state to Parliament and the Council the grounds for the withdrawal and to abide by the principles of conferral of powers, institutional balance and sincere cooperation, as laid down in the TEU;

Par lettre du 3 juin 2003, la Commission a transmis au Parlement sa communication au Parlement européen et au Conseil en vue du Conseil européen de Thessalonique sur le développement d'une politique commune en matière d'immigration clandestine, de trafic illicite et de traite des êtres humains, de frontières extérieures et de retour des personnes en séjour irrégulier (COM(2003) 323), qui a été renvoyée pour information à la commission des droits et des libertés des citoyens, de la justice et des affaires intérieures et à la commission des affaires étrangères, des droits de l'homme, de la sécurité commune et de la politique de défense ainsi qu'à la commission du développement et de la coopération.
By letter of 3 June 2003 the Commission forwarded to Parliament the communication from the Commission to the European Parliament and the Council in view of the European Council of Thessaloniki on the development of a common policy on illegal immigration, smuggling and trafficking of human beings, external borders and the return of illegal residents (COM(2003) 323), which was forwarded for information to the Committee on Citizens' Freedoms and Rights, Justice and Home Affairs, the Committee on Foreign Affairs, Human Rights, Common Security and Defence Policy and the Committee on Development and Cooperation.
