46. rappelle que la politique d'élargissement de l'Union est l'un des outils les plus puissants pour renforcer le respect des droits de l'homme et des principes démocratiques; constate que les processus d'élargissement seront poursuivis, même si aucune nouvelle adhésion n'est possible jusqu'en 2019 en raison de l'état des négociations et de la situation dans les pays concernés, et salue la mise en place, lors des négociations d'adhésion, de la nouvelle stratégie relative aux chapitres sur l'appareil judiciaire et les droits fondamentaux et sur la justice, la liberté et la sécurité, qui tient dûment compte du délai nécessaire à la bonne application des réformes concernées;
46. Recalls that EU enlargement policy is one of the strongest tools for reinforcing respect for human rights and democratic principles; notes that the enlargement process will be pursued despite the fact that no enlargement can take place until 2019 because of the state of negotiations and the situation in the countries concerned, and welcomes the implementation of the new approach in accession negotiations to the chapters covering the judiciary and fundamental rights and justice, freedom, and security, which duly takes into account the time needed for the reforms concerned to be properly implemented;

B. considérant que l'adoption systématique et la réalisation de réformes à long terme dans les cinq domaines prioritaires participent à la transformation démocratique de l'Albanie et ouvrent la voie aux négociations d'adhésion à l'Union européenne; que le processus d'adhésion à l'Union européenne est devenu un moteur pour les réformes en Albanie et que son calendrier sera déterminé par le rythme et par la qualité des réformes en Albanie; que l'ouverture des négociations d'adhésion stimulerait de nouvelles réformes en offrant une perspective européenne tangible et crédible;
B. whereas consistent adoption and effective implementation of sustainable reforms on the five key priorities are serving Albania’s democratic transformation and paving the way for the opening of EU accession negotiations; whereas the EU accession process has become a driving force for EU-related reforms in Albania, and whereas its timetable will be determined by the speed and quality of such reforms; whereas the opening of accession negotiations would be an incentive that would boost further reforms by offering a tangible and credible EU perspective;

2. constate que, malgré la ratification par tous les États membres de la CEDH, l'adhésion de l'UE, en tant qu'entité juridique, à cet instrument, ne modifiera pas la situation des États membres vis-à-vis de la CEDH, conformément au Protocole n° 8 du traité de Lisbonne; considère que cette adhésion donnera la nouvelle impulsion espérée depuis plus d'une décennie et qu'il s'agira d'une étape très importante d'un point de vue politique et juridique dans la création d'une zone continentale des droits de l'homme, qui consolidera et intensifiera les droits de l'homme en Europe et contribuera à renforcer les relations entre l'UE et l'"Europe élargie", apportant une nouvelle dynamique dans le domaine des droits de l'homme; estime que cette adhésion devrait également contribuer à renforcer la crédibilité de l’UE dans le domaine de la protection des droits de l’homme dans le monde;

Notes that, while all the Member States have already ratified the ECHR, the accession to this instrument of the EU as a legal entity will not affect the situation of the Member States vis-à-vis the ECHR, pursuant to Protocol No 8 to the Treaty of Lisbon; considers that it will give the new momentum envisaged for over a decade and will be of great political and legal importance in the creation of a continent-wide area of human rights and that, furthermore, it will foster the consolidation and strengthening of human rights in Europe and help to reinforce relations between the EU and the ‘wider Europe’, by bringing a new dynamic into the field of human rights; considers that it should also help to enhance the credibility of the EU in the field of human rights protection worldwide;
