Ils se sont ainsi concrétisés par des contributions à la mise en œuvre de l’action-cadre évoquée plus haut (retraits, déclarations d’obsolescence, revue systématique (« screening ») et par d’autres initiatives spécifiques.
Significant steps towards this goal have already been taken or are underway, for example by contributions to the implementation of the framework action for “Updating and simplifying the Community acquis” (repeals, declaration of obsolescence, screening) and by other specific initiatives.

Sous réserve des modalités et conditions établies par ou évoquées dans les annexes I et II, les entités juridiques d'Israël participent aux actions indirectes et aux activités du Centre commun de recherche menées au titre du septième programme-cadre communautaire dans les mêmes conditions que celles applicables aux entités juridiques des États membres de l'Union européenne. 1. Legal entities of Israel shall participate in indirect actions and in activities of the Joint Research Centre of the Seventh EC Framework Programme under the same conditions as those applicable to legal entities of Member States of the European Union, subject to the terms and conditions established by, or referred to, in Annexes I and II. For Israeli research entities, the terms and conditions applicable for the submission and evaluation of proposals and those for the granting and conclusion of grant agreements and/or contracts under Community programmes shall be the same as those applicable for grant agreements and/or contracts concluded under the same programmes with research entities in the Community, taking into account the mutual interests of the Community and Israel.

3 - Accroître de manière conséquente l'effort financier en la matière : dans le cadre de l'augmentation budgétaire évoquée plus haut, 5% des dépenses humanitaires devraient être consacrées à la préparation aux catastrophes d'ici 2005 (augmentation qui pourra être intégrée dans les opérations humanitaires au sens strict et dans les actions de renforcement des capacités, sensibilisation, formation, qui relèvent davantage de DIPECHO).
3 – Significantly increasing funding in this area: as part of the budgetary increase mentioned above, 5% of humanitarian expenditure should be devoted to disaster preparedness by 2005 (this increase may be incorporated into humanitarian operations, in the strict sense of the term, as well as capacity-building, awareness-raising and training, which come under DIPECHO).

La communication de 1999 "Développement urbain durable dans l'Union européenne: un cadre pour l'action" et le rapport de 2001 du groupe d'expert de l'UE sur l'environnement urbain « Vers une utilisation plus durable des sols » (voir annexe 1) soulignent l'importance de l'occupation des sols dans la réalisation d'un environnement urbain durable, pour les raisons évoquées plus haut.
The 1999 Communication "Sustainable Urban Development in the European Union: a Framework for Action", and the 2001 EU Expert Group on the Urban Environment's Report "Towards More Sustainable Land Use" (see Annex 1) both highlight the importance of land use in achieving a sustainable urban environment for the reasons outlined above.

The second major block of activities under the framework programme comprises four categories of activities intended to structure the European Research Area in four of its most important aspects mentioned in the Commission's January 2000 Communication:

Nous pouvons notamment souligner les actions conjointes menées avec le Conseil de l'Europe et l'Unesco, comme par exemple la campagne "Europe, un patrimoine commun", ou l'étude menée en faveur du patrimoine du Kosovo ; cette collaboration doit être poursuivie, non seulement pour éviter la répétition d'actions similaires et non coordonnées, mais aussi pour améliorer l'efficacité du cadre juridique et fiscal international qui a été évoquée par certains des intervenants.
In particular, we can highlight the joint action undertaken with the Council of Europe and with UNESCO, such as, for instance, the “Europe, a common heritage” campaign, or the study undertaken to support Kosovo’s heritage. This cooperation must continue, not just in order to avoid the uncoordinated duplication of effort in similar areas, but also to improve the effectiveness of the international legal and fiscal framework which some speakers have mentioned.

Toutefois, comme l'indique l'analyse évoquée plus haut, il existe un écart considérable entre les engagements pris dans le cadre des plans d'action et les résultats concrets.
As the gender analysis referred to above shows, however, there is a gap between commitments made in action plans and concrete results.
