In order to ensure budgetary transparency in the area of external action of the Union, the Commission will transmit to the budgetary authority, together with the draft general budget of the European Union, a working document presenting, in a comprehensive way, all expenditure related to the external action of the Union.

La présente décision s’inscrit dans le prolongement de la mise en œuvre d’une politique européenne commune en matière de gestion des frontières extérieures, instituée par le plan d’action du 14 juin 2002 lui-même fondé sur une communication de la Commission du 7 mai 2002.
This decision furthers the implementation of a common European policy in the field of external border management instituted by the action plan of 14 June 2002, which was based on the Commission communication of 7 May 2002.

1. Lorsqu'un émetteur d'actions admises à la négociation sur un marché réglementé acquiert ou cède ses propres actions, soit lui-même soit par l'intermédiaire d'une personne agissant en son nom propre mais pour le compte de l'émetteur, l'État membre d'origine veille à ce que l'émetteur rende public, le plus tôt possible et au plus tard dans un délai de quatre jours de cotation à compter de l'acquisition ou de la cession considérée, le pourcentage de ses propres actions, lorsque ce pourcentage atteint les seuils de 5 % ou 10 % des droits de vote ou passe au-dessus ou en dessous de ces seuils.
1. Where an issuer of shares admitted to trading on a regulated market acquires or disposes of its own shares, either itself or through a person acting in his own name but on the issuer's behalf, the home Member State shall ensure that the issuer makes public the proportion of its own shares as soon as possible, but not later than four trading days following such acquisition or disposal where that proportion reaches, exceeds or falls below the thresholds of 5 % or 10 % of the voting rights.

(39) For external actions, the implementing rules, like the Financial Regulation itself, aim to make provision for exceptions which reflect the specific operational features of that sector, mainly as regards procurement and the award of grants.
