4. Before adopting a delegated act, the Commission shall consult experts designated by each Member State in accordance with the principles laid down in the Interinstitutional Agreement of 13 April 2016 on Better Law-Making.

Conformément au principe de proportionnalité tel qu'énoncé audit article, le présent règlement n'excède pas ce qui est nécessaire pour atteindre ces objectifs.Un montant de référence financière du programme, au sens du point 18 de l'accord interinstitutionnel du 2 décembre 2013 entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire, la coopération en matière budgétaire et la bonne gestion financière (9), est inclus dans le présent règlement pour la durée totale du programme, sans que cela n'affecte les pouvoirs budgétaires du Parlement européen et du Conseil, tel qu'énoncé dans le traité sur le fonctionnement de l'Union européenne.Le présent règlement devrait prévoir des mesures transitoires pour le suivi des actions engagées avant le 31 décembre 2013, au titre de la décision no 1904/2006/CE.Afin de garantir des conditions uniformes d'exécution du présent règlement, il convient de conférer des compétences d'exécution à la Commission dans les limites du champ d'application et des objectifs du programme.
In accordance with the principle of proportionality, as set out in that Article, this Regulation does not go beyond what is necessary in order to achieve those objectives.A financial reference amount for the Programme, within the meaning of point 18 of the Interinstitutional Agreement of 2 December 2013 between the European Parliament, the Council and the Commission on budgetary discipline, on cooperation in budgetary matters and on sound financial management (9), is included in this Regulation for the entire duration of the Programme, without the budgetary powers of the European Parliament and the Council, as set out in the Treaty on the Functioning of the European Union, being affected thereby.This Regulation should provide for transitional measures to monitor actions which began before 31 December 2013 under Decision No 1904/2006/EC.In order to ensure uniform conditions for the implementation of this Regulation, implementing powers should be conferred on the Commission within the scope and the objectives of the Programme.

Recalls its position that while it supported the Commission's efforts to establish a limited number of models, at least for future "regulatory" agencies, it took the view that the structure of current and future agencies merited in-depth consideration at inter-institutional level; also stresses that before the Commission defines the framework conditions for the use of regulatory agencies an inter-institutional agreement should spell out common guidelines; this should happen before setting up a harmonised framework for the structure of the agencies;
