Dans ces circonstances, le Conseil européen de décembre a invité la Commission à procéder à un réexamen d'ensemble du système, couvrant tous les aspects des dépenses et des ressources de l'UE. Il est très important, à cet égard, qu'une déclaration jointe à l'accord interinstitutionnel récemment conclu prévoie la participation étroite du Parlement européen à ce réexamen.
In recognition of this the December European Council called on the Commission to undertake a full wide-ranging review covering all aspects of EU spending and resources; it is of particular importance that a declaration annexed to the recently concluded Interinstitutional Agreement specifically provides for the European Parliament to be closely associated in the elaboration of this review.

Recalls that, in accordance with Article 53b of the Financial Regulation and Point 44 of the IIA of 17 May 2006, which aim at ensuring effective and integrated internal control of Community funds and national management declarations as a final goal, the Member States have committed themselves to "produce an annual summary at the appropriate national level of the available audits and declarations"; notes that, according to information received from the Commission, only a limited number of Member States have complied with the provisions of the IIA so far; regrets that none of the concrete proposals on national (management) declarations put forward by the European Parliament in its 2003, 2004 and 2005 discharge resolutions are incorporated in the Commission's Audit Strategy and requests the Commission to keep the Parliament informed; reminds the Member States of their obligation to comply with the provisions of the revised Financial Regulation, to which they only recently agreed; reiterates that Member States are further obliged to fulfil the conditions set out in Point 44 of the IIA as well as being obliged under Article 274 TEC to cooperate fully with the Commission according to the principles of sound financial management;

The signature of the inter-institutional agreement and the formal adoption of the regulation by the Council will now take place as soon as possible, thus opening the way for rapid implementation of the new instrument, which will allow the EU to demonstrate concrete solidarity with the victims of the recent floods in Central Europe.

10. SE FÉLICITE, à cet égard, que la Commission ait récemment pris l'initiative de consulter les États membres sur leurs priorités en matière de simplification et SIGNALE QU'IL COMPTE continuer de participer aux travaux de simplification et répondre, en novembre 2005, aux priorités définies par la Commission; S'ENGAGE, en outre, à poursuivre ses efforts visant à adopter en temps voulu les propositions pendantes en matière de simplification et à continuer de travailler, au niveau interinstitutionnel, à l'adaptation des méthodes de travail dans ce domaine, comme prévu dans l'accord interinstitutionnel "Mieux légiférer";
10. WELCOMES in this context the Commission's recent initiative asking for Member States' priorities on simplification and SIGNALS ITS INTENTION to remain involved in simplification and to respond to the Commission's priorities in November 2005; UNDERTAKES, furthermore, to continue efforts for a timely adoption of pending simplification proposals and to continue working on the interinstitutional level to adapt working methods in this respect as foreseen in the Interinstitutional Agreement on Better law-making;
