The European Council makes clear that further steps will have to be considered in the light of the debate on the enlargement strategy, as provided for by the Council conclusions of 12 December 2005; of compliance by the former Yugoslav Republic of Macedonia with the Copenhagen political criteria; of the requirements of the Stabilisation and Association Process and the effective implementation of the Stabilisation and Association Agreement; and of the need for further significant progress to respond to the other issues and criteria for membership included in the Commission's Opinion and implementation of the priorities in the European Partnership, on the basis of specific benchmarks.

3. reconnaît l'importance de la lutte contre le changement climatique et de la menace qu'il peut représenter pour la stabilité et la sécurité, ainsi que de la diplomatie en matière de climat dans la perspective de la conférence de Paris sur le climat; invite le Service européen pour l'action extérieure (SEAE) à intensifier son action diplomatique en vue de la réalisation des objectifs en matière de climat afin de susciter l'adhésion à un accord détaillé, ambitieux, transparent, dynamique et juridiquement contraignant pour limiter le réchauffement climatique à 2°C; met l'accent, au regard des engagements contractés à l'échelle internationale en matière climat et des principes de la CCNUCC, sur l'importance de l'Union en tant qu'acteur majeur de la diplomatie du changement climatique, et souligne qu'il convient de parler d'une seule voix; préconise, dans ce contexte, de renforcer le dialogue intra-européen pour faire émerger une position commune, notamment sur les points clés des négociations; invite les États membres à coordonner leur position à cet égard avec celle de l'Union; souligne que l'Union et les États membres disposent de ressources considérables en matière de politique étrangère et doivent montrer la voie à suivre dans le domaine de la diplomatie climatique et mobiliser ce réseau afin de trouver un terrain d'entente sur les grands thèmes qui devront faire l'objet d'un accord à Paris, à savoir l'atténuation, l'adaptation, le financement, la mise au point et le transfert de technologies, la transparence des mesures et des aides, ainsi que le développement des capacités; invite les parties concernées par le volet environnemental des négociations commerciales menées par l'Union, notamment celles en cours sur le partenariat transatlantique de commerce et d'investissement (PTCI), à prendre en considération les conclusions de la conférence de Paris sur le climat;

Acknowledges the importance of acting against climate change and the potential stability and security threat it poses, as well as the importance of climate diplomacy, with a view to the Paris Climate Conference; calls on the European External Action Service (EEAS) to step up diplomacy on climate policy goals in order to build support for a comprehensive, ambitious, transparent, dynamic and legally binding agreement to limit global warming to 2°C; stresses, in accordance with the climate and international obligations and the principles of the UNFCCC, the importance of the EU as an important player in climate diplomacy, and emphasises the need to speak with one voice; calls in this context for the enhancement of the intra-European dialogue with a view to coming up with common position, in particular in regard to the key points of negotiations; calls on the Member States to coordinate their positions in this regard with those of the EU; underlines that the EU and the Member States have an enormous foreign policy capacity, and must show leadership in the area of climate diplomacy and mobilise this network in order to find common ground on the main topics to be agreed on in Paris, namely mitigation, adaptation, finance, technology development and transfer, transparency of action and support, and capacity-building; calls on the parties involved in the environmental aspects of EU trade negotiations, and especially the ongoing Transatlantic Trade and Investment Partnership (TTIP) negotiations, to take account of the conclusions of the Paris Climate Conference;

The Communication also sets out a number of steps to be taken to complete the Euro-Mediterranean free trade area. The main ones, to be in place before the new Member States join on 1 May 2004, include the ratification of the Association Agreements with Egypt, Algeria and Lebanon by all the EU Member States; the finalisation of the negotiations on the Association Agreement with Syria; and encouraging the countries involved in the 'Agadir' process - Morocco, Tunisia, Egypt and Jordan - to conclude the free trade arrangements among themselves with a view to achieving closer integration among the Maghreb countries The Communication calls also for greater infrastructure interconnection in energy, transport and telecommunications, notably on a sub-regional basis.

11. souligne que, à la suite de l'adhésion des nouveaux États membres, les perspectives financières 2000-2006 devront être adaptées pour répondre aux besoins découlant de l'élargissement, sur la base d'un accord entre les deux branches de l'autorité budgétaire, Parlement et Conseil, conformément à la procédure définie au paragraphe 25 de l'accord interinstitutionnel du 6 mai 1999; invite la Commission à tenir le Parlement informé des progrès des négociations avec les pays candidats et, en même temps, invite le Conseil à engager immédiatement avec le Parlement un dialogue sur les aspects budgétaires et financiers, afin de faciliter la conclusion des négociations d'adhésion pour la fin de l'année; prend acte des engagements pris par le Conseil européen pour après 2006, tant dans le domaine de la politique agricole qu'en ce qui concerne la centrale nucléaire d'Ignalina; rappelle au Conseil que toute décision concernant de nouvelles perspectives financières ne peut être prise qu'en accord avec le Parlement;
11. Stresses that as result of the accession of the new Member States the Financial Perspective 2000 - 2006 needs to be adjusted to cater for enlargement, on the basis of agreement between the two arms of the budgetary authority, Parliament and the Council, in accordance with the procedure laid down in paragraph 25 of the Interinstitutional Agreement of 6 May 1999; calls on the Commission to keep Parliament informed about the progress of negotiations with the accession countries and, at the same time, calls on the Council to enter immediately into a dialogue with Parliament on the budgetary and financial aspects in order to facilitate the conclusion of the enlargement negotiations by the end of the year; takes note of the commitments entered into by the European Council beyond 2006, both in the sphere of agricultural policy and concerning the Ignalina nuclear power plant; reminds the Council that any decision with regard to a new financial perspective can only be taken in agreement with Parliament;

The issue that meets with the broadest agreement is net transfers. There is clear unanimity on two principles: firstly, on accession, the ten candidate countries must not find themselves in the position of net contributors; and secondly, all expenditure commitments must fall within the strict limits set at Berlin.

Work will have to continue in order to find the most acceptable and effective ways and means of meeting this twin objective; · there is a large measure of agreement on the structure and substance of the pre-accession instruments, and that the legal texts should be rapidly aligned with the orientations in the report in order to reach a political agreement on the texts by the November General Affairs Council; · once it has received the European Parliament's opinion, expected in November, the Council should be in a position to reach a common position on the TENs financing regulation by the end of the year, as requested by the Cardiff European Council; · in order to meet the request made at Cardiff for the Vienna European Council to make substantial progress on the key elements of the Agenda 2000 package, the Council needs to have at its disposal as soon as possible, and at the latest in November, a concise political paper detailing the main issues of substance on the CAP reform proposals to be resolved as part of an overall agreement on Agenda 2000.
