Compte tenu des préoccupations exprimées à juste titre par mon collègue, qui ont aussi été soulevées au comité et à la Chambre, j'aimerais lui demander s'il croit opportun d'appuyer le projet de loi ou s'il affirme sans équivoque aujourd'hui qu'il le rejettera au moment du vote. Monsieur le Président, comme je l'ai dit hier et ce matin, les questions touchant notamment les paradis fiscaux, l'évitement fiscal et les ententes d'échange de renseignements ne font pas partie de ce projet de loi et n'ont fait partie d'aucun accord commercial bilatéral conclu par le Canada.
Mr. Speaker, as I indicated in my comments yesterday and this morning, the issues with regard to tax havens, tax avoidance, information sharing agreements, et cetera, are not part of this bill and have not been part of any bilateral trade bill that Canada has entered into.

On the issue of the trade deal, I would ask that you address that particular question and the likelihood of same.

Second, I would be interested in the member's comments with regard to whether or not entering into a trade agreement would be premature, given the reconsiderations by countries such as the U.S. and the U.K. Mr. Speaker, I know the member is sincere in his concern about the ongoing human rights abuses in Colombia.

In this regard, I should like to point out that Article 1 of the Interim Trade Agreement and Article 2 of the Partnership and Cooperation Agreement contain clauses referring to respect for democracy and fundamental rights as essential elements of each agreement, but above all that both agreements contain clauses enabling each party to take appropriate measures in the event of a serious breach of their terms, and this even without prior consultation of the joint committees, in cases of special urgency.
