La ministre de la Justice a adopté la bonne attitude en proposant des solutions en temps opportun, au cours de la présente séance. Cela dit, je vous renvoie à mes remarques antérieures au sujet du travail effectué jusqu'à maintenant pour que cette mesure législative soit finalement adoptée à la Chambre.
I would also like to indicate that the Minister of Justice has done the right thing in responding in a timely fashion in this sitting of the House, keeping in mind my earlier remarks with respect to the work that has been done thus far to see that the bill is brought to fruition in the House.

On 23 November 2007 the Commission adopted a communication on general adaptation to the PRAC (COM(2007)740 final), in which it identified 225 legislative acts adopted under the codecision procedure which should also be the subject of adaptation and which figure on three lists: list 1 (‘general list’) - 156 legislative acts that are to be adapted by means of so-called ‘omnibus' amending regulations; list 2 (‘list of instruments undergoing codification’) - 23 instruments that are to be adapted either by means of legislative amendment or by conversion of the codified proposal into a recast, depending on the stage reached in the codification procedure; list 3 (‘list of the other instruments needing adaptation’) which are to be adapted either in the context of a substantial amendment of the basic instrument going beyond the comitology aspects alone or which will be rendered superfluous by their repeal.

En tant que rapporteur pour avis de la commission de la culture, de la jeunesse, de l’éducation, des médias et des sports, je me réjouis que l’Italie soit finalement nommée et critiquée explicitement au paragraphe 38 en raison de la concentration de ses médias et de l’influence du président du Conseil à cet égard sans qu’ait été adoptée une législation sur le conflit d’intérêts.
As the draftsman of the opinion of the Committee on Culture, Youth, Education, the Media and Sport for this report, I am happy that in paragraph 38 Italy is finally and explicitly named and shamed concerning its media concentration and the influence in this regard of its Prime Minister, without any rules at all on conflict of interest being adopted.

Dale Johnston (Wetaskiwin, Alliance canadienne): Monsieur le Président, en traitant aujourd'hui du projet de loi C-5 sur les espèces en péril, j'ai l'intention de prouver que le gouvernement n'a pas tenu compte des répercussions socio-économiques de cette mesure législative sur les Canadiens.
It will probably take a Canadian Alliance government to eventually bring into the country a nationally fair and workable law that actually saves some endangered species rather than being designed to save the endangered Liberal Party (1625) Mr. Dale Johnston (Wetaskiwin, Canadian Alliance): Mr. Speaker, today in speaking to the endangered species act, Bill C-5, I intend to make the case that the government has not taken into account the socioeconomic impact that the bill would have on Canadians.

Au vu des prévisions et des dernières propositions législatives relatives à l'agriculture méditerranéenne qui touchent des productions comme le coton, le riz, les fruits et légumes, les tomates, les fruits à coque et l'huile d'olive et ont un effet très néfaste sur l'emploi et le progrès social dans ces régions pauvres d'Europe et compte tenu des plans budgétaires qui ont été élaborés dans la perspective de l'élargissement de l'UE, comment la Commission va-t-elle éviter que ce ne soit finalement l'agriculture méditerranéenne qui paye le coût du prochain élargissement ?
In view of the forecasts and the most recent legislative proposals for Mediterranean agriculture covering products such as cotton, rice, fruit and vegetables, tomatoes, shell nuts and olive oil, which will have a highly adverse impact on employment and social progress in these poor areas of Europe, and bearing in mind the budgetary plans with a view to EU enlargement, will the Commission say how it intends to ensure that Mediterranean agriculture does not in fact end up footing the bill for future enlargement?

Sur le futur "Trade Bill" actuellement en discussion devant le Congrès américain, Mr De Clercq a estimé que quelque soit la version finale qui sera adoptée, il est esentiel pour la Communauté que cette législation soit appliquée d'une manière équitable et qu'elle tienne compte du besoin pour la Communauté Européenne et les Etats-Unis de maintenir un commerce ouvert et un environnement favorable à l'investissement".
Turning to the Trade Bill before Congress, Mr De Clercq stated : "it is essential, whatever bill is signed into law, that it be applied fairly and with an awareness of the need for the European Community and the United States to maintain an open trade and investment environment".

Que ce soit cette mesure-ci ou le projet de loi C-27 qui soit finalement adopté, une législation est bien nécessaire.
Whether it is this bill or Bill C-27 that makes it through the process, the legislation is greatly needed.
