Recalls the initial failure to select candidates in connection with the invitation to tender for the Konrad Adenauer Building project because the proposed prices submitted in response to the invitation to tender were considerably higher than the estimates; notes the subsequent decision of the Bureau in 2012 to redesign the calls for tenders for the KAD building, which led to considerably lower offers, allowing for the budget initially agreed upon for this building project to be respected; takes note that works began in September 2013 with a new project manager and enhanced partnership arrangements involving the Luxembourg Government support; expects that the initially agreed global budget for the construction of the project is respected, in spite of the unavoidable delay;

Takes note of the delay in the construction of the extension of the KAD building, mainly due to the decision of the Luxembourg State to abandon the creation of a shopping area; acknowledges that this decision will ease the management of the building in particular in terms of security; regrets, however, that construction work cannot start on time, which will postpone the occupancy of the extension to the end of 2012 and necessitate a longer rental of the temporary buildings; asks, therefore, to be kept informed of further developments with this project;

9. prend note de l'analyse de la Cour selon laquelle l'arrivée, dès la fin de 2003, de nouveaux collaborateurs, en prévision de l'élargissement, et l'élargissement lui-même, prévu pour le 1er mai 2004, rendent nécessaires des espaces de bureaux supplémentaires pour accueillir les nouveaux membres de l'institution (un maximum de 10 juges respectivement pour la Cour de justice et pour le Tribunal de première instance), le personnel de leurs cabinets, le personnel du service de traduction et d'autres effectifs en relation avec les adhésions; constate en outre que l'administration de la Cour s'est mise en quête, avec l'aide du ministère luxembourgeois des travaux publics, de locaux appropriés;
9. Notes the Court's assessment that with a number of pre-enlargement staff commencing already in late 2003 and the accession date set for 1 May 2004, additional office space will be required in order to accommodate the new Members of the Institution (up to 10 judges each for the Court of Justice as well as the Court of First Instance), the staff of their respective private chambers ("cabinets"), the staff of the translation service as well as many other accession-related staff; notes further that the administration of the Court, with the help of the Luxembourg Ministry of Public Works, is currently undertaking a search for suitable office accommodation;
