According to the information in the Commission's possession, Luxembourg has delayed the development of new telecom networks which would compete with the publicly-owned Entreprise des Postes et Télécommunications (EPT) by failing to authorise the construction of these networks in the public domain, whether the land in question is owned by local authorities or public services such as the bodies responsible for the motorways or railways.
