Given that the YCJA was passed to reduce reliance on detention, the Court decided that the definition of a violent offence did not include offences involving the mere likelihood of bodily harm to another person (43) A definition that included such offences would be too broad. The Court therefore chose to adopt a restrictive interpretation.
