Recalls that the Dayton Agreement acknowledged that only the central authorities may represent the country in international organisations, but that the unwieldy bureaucratic structure and complicated, time-consuming, and inefficient decision-making process in BiH can have a detrimental impact on European integration prospects and undermine the country’s capacity to function as a future member of the EU; regrets that, following the entry into force of the SAA and in line with its rules and obligations, the Stabilisation and Association Parliamentary Committee (SAPC) was not constituted owing to the request from the BiH side to introduce an ethnic dimension into the joint rules of procedure; urges the authorities of BiH to address the functionality issue in close cooperation with the Venice Commission; instructs the EU institutions to reflect on the possibility of being actively involved in efforts to find a sustainable solution to the constitutional arrangements of BiH;
