Nous ne devons pas oublier que l’Italie a été un des premiers pays, en 1997, sous le gouvernement de M. Prodi et avec M. Ronchi comme ministre, à adopter une loi moderne cohérente avec ce que l’Union européenne disait depuis un certain temps: éducation environnementale, collecte sélective, mesures de sécurité, utilisation de méthodes de recyclage et de réutilisation sûres pour les personnes et l’environnement.
We must not forget that Italy was one of the first countries, in 1997, under the government of Mr Prodi and with Mr Ronchi as minister, to pass a modern law that is consistent with what the European Union has been saying for some time: environmental education, separate collection, security measures, use of advanced recycling and reuse methods that are safe for people and the environment.

I voted in favour as I am hopeful about the future of this European Union, but I should like to stress that there is no such thing as culture when, in Italy, Mr Prodi’s Socialist-Communist government has decided, in accordance with Article 85(6) of the budget law, to deduct part of the pensions of the 500 000 Italian pensioners who have worked in Switzerland, thus ignoring the judgment of the Court of Cassation, which ruled that these very pensioners were entitled to draw four times their current pension.

Finally, there are a few positive things: the new version of Article 7 of the Treaty; the article on political parties and their statute; the right of this Parliament to take the other institutions to the Court of Justice – that is also an important factor of political control; the new formula for the European Commission, putting the so-called "lex Prodi" into the Treaty, strengthening the President and the new composition of the Commission – a reasonable compromise which I accept and will work over time; and, as my colleague, Mr Tsatsos pointed out, the way forward to the future.
