Monsieur le Président, nous appelons ce projet de loi le projet de loi Lucky Moose parce qu'il concerne des situations semblables à ce qui s'est passé à Toronto en 2009.

4. fait remarquer que le projet de loi a été adopté en première lecture et doit encore faire l'objet de deux votes, avant d'être soumis à la signature du président, et souligne que l'adoption de toute loi sur les «relations non traditionnelles» ne doit pas aller à l'encontre des obligations et engagements du Kirghizstan en matière de droits de l'homme;
4. Notes that the draft law passed its first reading and must be voted on twice more before going to the President for signature, and stresses that the adoption of any legislation on ‘non-traditional relations’ should not run counter to Kyrgyzstan’s human rights obligations and commitments;

F. considérant que la loi égyptienne n° 84/2002, qui régit le fonctionnement et les activités des ONG, adoptée sous le régime de l'ancien président Moubarak, continue à être utilisée contre les organisations de la société civile en Égypte; que les attaques contre les bureaux des ONG et les jugements contre les employés de celles-ci font clairement ressortir l'urgence d'adopter une nouvelle loi et de nouvelles règles protégeant et encourageant les activités de la société civile dans le pays; que le président Morsi a envoyé le 29 mai 2013 au conseil de la Choura un nouveau projet de loi relatif aux ONG qui a suscité une vague de critiques; que cette loi, si elle était adoptée sous sa forme actuelle, renforcerait encore et institutionnaliserait le contrôle étatique sur la société civile en donnant des pouvoirs excessifs au gouvernement; que toute nouvelle loi sur les ONG devrait être élaborée en coopérant pleinement avec les acteurs de la société civile égyptienne, dans le plein respect des engagements et obligations du pays sur le plan international et en conformité avec les normes internationales;
F. whereas Egyptian Law 84/2002 regulating the functioning and activities of NGOs, adopted under the regime of former President Mubarak, continues to be used against civil society organisations in Egypt; whereas the raids on NGO offices, and the court sentences against NGO workers, are clear indications of an urgent need to adopt a new law and new regulations protecting and encouraging civil society activities in the country; whereas, on 29 May 2013, President Morsi sent to the Shoura Council a new draft law on NGOs that has provoked widespread criticism; whereas this law, if adopted in its current shape, would further strengthen and institutionalise state control over civil society by giving excessive powers to the government; whereas any new law on NGOs should be drafted in full cooperation with Egyptian civil society actors, must fully comply with the country’s international commitments and obligations, and should follow international standards;

K. considérant qu'en Ukraine, le Parlement examine deux projets de loi déposés en 2011 et 2012 qui visent à pénaliser la "propagation de l'homosexualité", à savoir la tenue de réunions, les défilés, actions, manifestations et événements de masse destinés à diffuser de manière intentionnelle des informations positives sur l'homosexualité, prévoyant des amendes et des peines pouvant aller jusqu'à cinq ans d'emprisonnement, et que la commission de la liberté d'expression soutient ces projets de loi;
K. whereas in Ukraine, the Parliament is examining two draft laws put forward in 2011 and 2012 which would make it an offense to ‘spread homosexuality’, including ‘holding meetings, parades, actions, demonstrations and mass events aiming at intentional distribution of any positive information about homosexuality’, foreseeing fines and up to five years’ imprisonment, whereas the Committee on Freedom of Speech supports this bill;

18. constate que le projet de loi portant révision de la loi électorale, qui augmenterait de treize le nombre de sièges parlementaires, et ce, au profit et de la représentation des petites minorités ethniques et de la représentation des citoyens résidant à l'étranger, a été examiné le 27 septembre 2007; exprime l'inquiétude que lui inspire le fait que la loi proposée pourrait avoir pour effet d'éluder l'utilisation de la règle de la double majorité (principe Badinter), voulue par l'accord cadre d'Ohrid; souligne que respecter le principe Pacta sunt servanda revêt une importance cruciale pour le renforcement de la confiance mutuelle; estime donc souhaitable qu'un large consensus, associant les représentants albanais, soit trouvé sur une modification éventuelle de la loi électorale et demeure confiant sur le fait que des consultations approfondies auront lieu pour y parvenir;
18. Notes that the draft Law on Revision of the Electoral Code, which would provide for the parliament to be enlarged by 13 seats in the interests of both representation of small ethnic minorities and representation of nationals living abroad, was given a reading on 27 September 2007; expresses its concern at the fact that the proposed Law would have the effect of bypassing the use of the Badinter majority rule as intended by the Ohrid Framework Agreement; emphasises that respecting the principle "pacta sunt servanda" is crucial for the strengthening of mutual trust; considers it desirable, therefore, that a broad consensus, with the participation of the Albanian representatives, should be reached on any revision of the Electoral Code, and trusts that there will be further consultations in order to achieve this;
