Toutefois, la Loi fondamentale de Hong Kong énonce également que le but final est l'élection du chef de l'exécutif au suffrage universel, sur désignation par une commission des nominations largement représentative, conformément aux procédures démocratiques[1] (Il n'existe pas d'article semblable dans la Loi fondamentale de Macao[2]). Or, ni Hong Kong ni Macao n'ont encore instauré le suffrage universel, pas plus qu'ils n'ont défini de lignes directrices susceptibles de la conduire vers une véritable démocratie.
