Mr. Speaker, I am pleased to rise today to speak to Bill C-5, An Act to amend the Canada-Newfoundland Atlantic Accord Implementation Act, the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act and other Acts and to provide for certain other measures.

Toutefois, ce qui m’inquiète, c’est la manière dont la nouvelle loi sera mise en œuvre et la question de savoir si oui ou non elle sera mise en œuvre de manière sélective.
However, what does worry me is how the new legislation will be enforced and the question of whether or not it will be enforced selectively.

On dénombre clairement de nombreuses lois au niveau européen qui ne sont pas correctement mises en œuvre au niveau national, et les citoyens n'auront pas confiance dans l'Union européenne avant que ces lois soient mises en œuvre.
Clearly, there are lots of laws at European level not being properly implemented at national level, and citizens will not have confidence in the European Union until they are.

The report also points out the developments in the area of developing and implementing the acquis , where much still needs to be done to build up the administrative and judicial capacity not only to have laws on paper and in Parliament, but to ensure that they are implemented in such a way that they can play a real and positive role in the lives of citizens.
